Changing Patterns Xi: Mortgage Lending To Traditionally Underserved Borrowers & Neighborhoods In Greater Boston, 1990-2003, Jim Campen

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded t o include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In last year’s report, the geographic coverage was further expanded to include a total of 108 communities.
The text that follows this introduction highlights some of the most significant findings that emerge from the extensive set of tables and charts that constitute the bulk of the report. The …

If economic growth were the only measure of a community’s health and vitality, then the communities of Cohasset, Hingham, and Hull are fairing well. But this economic success is generally accompanied by changes in the physical landscape that can be unsettling for residents, especially when it means more development and expansion at the expense of culturally and socially important open space areas such as parks, woods, and marshes. This paper
This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.

National Security, Suburbanization, Technology, And The Prospect Of Renewing Civic Participation, Roger A. Lohmann

In a series of books and articles, Robert Putnam outlined his famous "bowling alone" theses of declining civic participation, which he attributed in considerable part to television and other alternative leisure time pursuits. Putnam also acknowledged the possibility of other possible factors. This presentation identifies two such possibilities that coincide with the decline Putnam noted, - national security and suburbanization - as well as more recent and more ambiguous, technology-related factors contributing to declines in civic participation.

With the current emphasis on universal access to employment services for all members of the community, the workforce development field needs to evaluate service delivery. A "mystery shopper" program is one of many evaluation tools available to ensure continuous quality improvement and customer satisfaction. This technique allows organizations to collect data on the experiences of One-Stop Career Center customers from the customer perspective. The brief includes a sample shopper questionnaire.

The role that employment has played for persons with disabilities over the past several decades has moved from one of no engagement in the workforce to a realization that persons with disabilities can work and are interested in working. The shrinking workforce has increased employers' interest in looking at the full range of potential workers, including those previously considered unemployable. The growing economy—coupled with the declining birth rate, the increase in technology and supports for a diverse workforce, and the increasing expectation that all persons should be provided with the opportunity to work—has led to a new view of individuals …

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish, particularly offshore demersal species such as blue groper, dhufish, red snapper, breaksea cod and queen snapper. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

During the course of this study, 413 boaters, seven pumpout facility operators and a number of state and municipal officials either were interviewed or completed questionnaires focused on the boat sewage pumpout facilities along the South Shore of Massachusetts.
The aims of the boater survey were to:
- collect data on how boaters disposed of their sewage waste;
- learn how well informed boaters were regarding the location of sewage pumpouts;
- determine if boaters were able to find operational pumpout facilities when they needed them;
- learn what common problems had been experienced when using pumpouts;

Despite historically low interest rates, organizations across the nation have become increasingly concerned about the impacts of regulatory constraints and anti-growth sentiments on the availability and cost of housing. This concern is by no means limited to a few “high cost” areas like Boston and San Francisco. It can also be found in Iowa City, where new single-family houses were recently selling from $150,000 to $375,000 (prices readily considered affordable in many larger metropolitan areas) and even in rural areas where spill-over growth and “drive to qualify” solve the commuter’s affordability problem while creating unforeseen affordability problems for the rural …

Basic administrative procedures are similar in rural and urban areas. Even so, rural human service administrators are often not prepared for the many roles they must assume in small and underfunded rural agencies. The roles may include personnel director, budget officer, accountant, fundraiser, supervisor, building and maintenance supervisor, volunteer coordinator, group developer, community organizer, public educator, policy analyst, and director of public relations and marketing.
