The Trajectory Of Warwick Junction As A Site Of Inclusivity In Post-Apartheid South Africa, Kara Van Schilfgaarde Van Schilfgaarde Oct 2013

The Trajectory Of Warwick Junction As A Site Of Inclusivity In Post-Apartheid South Africa, Kara Van Schilfgaarde Van Schilfgaarde

Independent Study Project (ISP) Collection

Warwick Junction, a thriving trading hub in the inner city of Durban, has long been considered one of the best examples of collaborative urban management practices between the local government and informal traders. In a post-apartheid South Africa, there was a national desire to transform the old systems of governance, which in Warwick translated to city government institutions making an effort to include informal traders in the policymaking and management processes. This paper tracks the history of Warwick Junction, using its oppressive past to frame common perspectives of informal trade. It considers the legacy of the post-apartheid era South Africa, …

Well Traveled: Strong Relationships And Unique Challenges Are Revealed In “Driving Richmond: Stories And Portraits Of Grtc Bus Drivers”, Laura Browder

English Faculty Publications

Here’s a well-kept secret: The regional GRTC Transit System is among the most progressive organizations in Richmond. The nonprofit plays a major role in reducing pollution, easing traffic congestion and connecting people to jobs. Its reform-minded leadership is eager to play a larger role. Its unionized bus drivers, which included some of the first waves of black and female drivers, help hold it all together.

And those drivers love their jobs — to a degree unusual for workers in any profession. That’s what I learned through interviews with 16 current and former drivers this summer for an exhibition at the …

Issue Brief: Auditing Your Town's Development Code For Barriers To Sustainable Water Management, New England Environmental Finance Center Sep 2013

Issue Brief: Auditing Your Town's Development Code For Barriers To Sustainable Water Management, New England Environmental Finance Center

Sustainable Communities Capacity Building

This issue brief is intended for town officials who want to understand how development regulations in their community affect local water resources. Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. This in turn affects the community’s social, environmental, and economic vitality.

Comprehensive plans, zoning codes, and building standards are just a few examples of regulations that intentionally or unintentionally regulate the way water is transported, collected and absorbed. Regulations that produce dispersed development or large …

Engaging And Expanding Communities: Widening The Circle Of Stakeholders, Lisa Deangelis, Maureen A. Scully, Andrea Wight

Emerging Leaders Program Team Projects

The 32 fellows in the 2013 Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Engaging and Expanding Communities".

They worked with six community partners, and identified ways to help them expand beyond their core stakeholders to a wider circle of stakeholders and broader potential impact. The fellows gave their time and professional skills to understand how to reach new business partners, new participants, new advisors, and new donors. They conducted surveys, interviews, and focus groups; explored social media options; examined best practices; and considered ways to tell powerful stories about the vitally important work of the …

From Cyber Terrorism To State Actors’ Covert Cyber Operations, Jan Kallberg, Bhavani Thuraisingham Mar 2013

From Cyber Terrorism To State Actors’ Covert Cyber Operations, Jan Kallberg, Bhavani Thuraisingham

Jan Kallberg

Historically, since the Internet started to become a common feature in our lives, hackers have been seen as a major threat. This view has repeatedly been entrenched and distributed by media coverage and commentaries through the years. Instead the first twenty year of the Internet was acceptably secure, due to the limited abilities of the attackers, compared to the threat generated from a militarized Internet with state actors conducting cyber operations. In reality, the Internet have a reversed trajectory for its security where it has become more unsafe over time and moved from a threat to the individual to a …

Nuclear Deterrence In A Second Obama Term, Adam Lowther, Jan Kallberg Mar 2013

Nuclear Deterrence In A Second Obama Term, Adam Lowther, Jan Kallberg

Jan Kallberg

In the months prior to the 2012 presidential election in the United States, members of the Obama administration and sympathetic organizations inside the Beltway began floating the idea that the administration would pursue – after an Obama victory – further reductions in the US nuclear arsenal. With the ink still wet on the New ST ART Treaty, efforts to reduce the American arsenal to 1000 operationally deployed strategic nuclear weapons or, as some suggest, 500, is certainly premature. These efforts illustrate a poor understanding of nuclear deterrence theory and practice and the ramifications of a United States that lacks a …

Symposium Report: Findings From The Research Roundtable On The Economic And Community Impact Of Broadband, Edward Feser, John Horrigan, William Lehr Mar 2013

Symposium Report: Findings From The Research Roundtable On The Economic And Community Impact Of Broadband, Edward Feser, John Horrigan, William Lehr

Edward J Feser

In December 2012, a group of experts spanning disciplines and practice in the field of broadband policy met to discuss how the research community can better serve state and local policymakers and other stakeholders. This group of subject matter experts was convened to examine how best to measure the economic impact of state and national broadband deployment and capacity/adoption building efforts. The impetus for the symposium stemmed from the widespread view that there is a deficit of research, standards, and measurements to adequately inform the widely acknowledged view that broadband Internet is a driver of sustainable economic and community development. …

Link Levy To Services- Not Urban Middle Class Assets, Tom Dunne Feb 2013

Link Levy To Services- Not Urban Middle Class Assets, Tom Dunne

Articles

Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Also, local property taxes are regarded as the best means of funding local government.

Rarely, it seems to me, is there such a distance between what the public wants and …

Offensive Cyber: Superiority Or Stuck In Legal Hurdles?, Jan Kallberg Feb 2013

Offensive Cyber: Superiority Or Stuck In Legal Hurdles?, Jan Kallberg

Jan Kallberg

In recent years, offensive cyber operations have attracted significant interest from the non-Defense Department academic legal community, prompting numerous articles seeking to create a legal theory for cyber conflicts. Naturally, cyber operations should be used in an ethical way, but the hurdles generated by the legal community are staggering. At a time when the United States has already lost an estimated $4 trillion in intellectual property as a result of foreign cyber espionage, not to mention the loss of military advantage, focusing on what the United States cannot do in cyberspace only hinders efforts to defend the country from future …

Europe In A ‘Nato Light’ World - Building Affordable And Credible Defense For The Eu, Jan Kallberg, Adam Lowther Jan 2013

Europe In A ‘Nato Light’ World - Building Affordable And Credible Defense For The Eu, Jan Kallberg, Adam Lowther

Jan Kallberg

From an outsider’s perspective, the Common Security and Defense Policy and the efforts of the European Defense Agency are insufficient to provide Europe with the defense it will require in coming decades. While the European Union—particularly the members of the European Monetary Union—struggle to solve prolonged fiscal challenges, viable European security alternatives to an American-dominated security architecture are conspicuously absent from the documents and discussions that are coming from the European Council and at a time when the United States is engaged in an Asia-Pacific pivot. This is not to say that no thought has been given to defense issues. …

Cyber Operations Bridging From Concept To Cyber Superiority, Jan Kallberg, Bhavani Thuraisingham Jan 2013

Cyber Operations Bridging From Concept To Cyber Superiority, Jan Kallberg, Bhavani Thuraisingham

Jan Kallberg

The United States is preparing for cyber conflicts and ushering in a new era for national security. The concept of cyber operations is rapidly developing, and the time has come to transpose the conceptual heights to a broad ability to fight a strategic cyber conflict and defend the Nation in a cohesive way. Richard M. George, a former National Security Agency official, commented on recent developments: “Other countries are preparing for a cyberwar. If we’re not pushing the envelope in cyber, somebody else will.”1 Therefore, increased budgets are allocated to cyber operations research and education. The Defense Advanced Research Projects …

Accounting For Product Substitution In The Analysis Of Food Taxes Targeting Obesity, Zhen Miao, John C. Beghin, Helen H. Jensen Jan 2013

Accounting For Product Substitution In The Analysis Of Food Taxes Targeting Obesity, Zhen Miao, John C. Beghin, Helen H. Jensen

Department of Agricultural Economics: Faculty Publications

We extend the existing literature on food taxes targeting obesity. We systematically incorporate the implicit substitution between added sugars and solid fats into a comprehensive food demand system and evaluate the effect of taxes on sugars and fats. The approach conditions how food and obesity taxes affect total calorie intake. The proposed methodology accounts for the ability of consumers to substitute leaner low-fat and low-sugar items for rich food items within the same food group. This substitution is integrated into a calibrated demand system in addition to the substitution among food groups, using recent food intake data and existing demand …

Entrepreneurship Education In The Research-Intensive Entrepreneurial University, Edward Feser Jan 2013

Entrepreneurship Education In The Research-Intensive Entrepreneurial University, Edward Feser

Edward J Feser

Knowledge commercialisation and commodification are important components of universities’ “Third Mission” to contribute to the development of their home regions by strengthening their engagement with the public, private, and third sectors. Entrepreneurship education programmes have tended to develop in parallel to such “entrepreneurial university” initiatives, rather than in intentional alignment with them. This is reflected in the research literature as well, where the analysis of the “entrepreneurial university” and studies of entrepreneurship education have little overlap. This paper examines the evolution of the entrepreneurship education initiative of a single research-intensive institution—the University of Manchester in the United Kingdom—and the ways …

Isserman's Impact: Quasi-Experimental Comparison Group Designs In Regional Research, Edward Feser Jan 2013

Isserman's Impact: Quasi-Experimental Comparison Group Designs In Regional Research, Edward Feser

Edward J Feser

Applications using quasi-experimental comparison group designs in regional science and geography have increased substantially over the last three decades, inspired by the work of Andrew Isserman and colleagues in the 1980s and 1990s, robust literatures on quasi-experimental design in fields like education and psychology, a vast program evaluation literature, observational studies methodology in statistics, and the growing interest in experimental and non-experimental (natural) designs in empirical economics. This paper discusses the state of quasi-experimental comparison group research today, with a primary focus on studies in which regions—Census tracts, counties, cities, metropolitan areas, provinces, or states—are the units of analysis. There …
