The nonprofit sector has seen a 20% increase in the number of higher education institutions over a period of 10 years, from 2000-2010, (Blackwood et al. 2012), which had a big impact on the public charity revenues and expenses. In 1899 the National Municipal League declared that it was the duty of the Mayor to submit to the Council the annual budget of current expenses of the city, for almost as long, the budgeting process has been researched (Hou, 2006). Researching budgets is important and needed but comparatively little attention has been paid to revenue forecasts or to those responsible for the generation of revenue forecasts. In the spring of 2014, the Town of Winthrop hired the Edward J. Collins, Jr. Center for Public Management at the University of Massachusetts Boston to help develop a Strategic Plan for Economic Development. The Center’s project team began its work by carefully analyzing data in order to understand Winthrop’s current business environment, and to learn how it has changed over time. Multiple sources of information were used, including the Census Bureau’s Decennial Census, American Community Survey, and County Business Patterns, data from the Bureau of Labor Statistics, and Claritas retail leakage data. What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

Foundation for an Independent Tomorrow (FIT) is a local not for profit organization that seeks to assist residents of Southern Nevada by providing workforce development services (e.g., interviewing skills, job searching techniques, resume assistance) to increase a program participant’s opportunities to obtain and maintain employment. FIT is currently being federally funded through the Department of Labor’s Workforce Investment Act (WIA) grant, with a specific goal of serving the re-entry, or ex-offender, population. The Asian casino market has been rapidly expanding in recent years as evidenced by the success of recently built integrated resorts (IR) in Macau. In light of the successes in Macau, the Korean government has decided to allow an IR to be built near the Incheon International Airport in Korea. The airport, with its great number of transient passengers, provides ample potential customers for the proposed IR. Combining the two factors of Asian casino market growth, and the high number of potential customers, the Incheon IR has a great chance for success.

In the existing framework for receiving and allocating Strategic National Stockpile (SNS) assistance, there are three noticeable delays: the delay by the state in requesting federal assets, the delay in the federal process which releases assets only upon the declaration of a disaster and lastly the time it takes to reach supplies rapidly from the SNS stockpile to where it is needed. The most efficient disaster preparedness plan is one that addresses all three delays taking into account the unique nature of each disaster. Both Ireland and Taiwan are considered to have experienced “economic miracles” that, ex ante, could not have been predicted when the two countries started along the road of industrial development in the late 1940s / early 1950s through to the end of the 1960s. Taking the view that industrial development does not appear as a ready formed institution, as an essence that always-already existed, what is of interest in this paper is the work of institutionalizing or institutionalization as an on-going process. Competition for philanthropic dollars has escalated in recent years, particularly in higher education. A new type of charitable giving – venture philanthropy – has emerged and is impacting both educational policy and practice. Venture philanthropy involves donors using business models, championed practices of venture capitalists, and decision making procedures to drive their philanthropy and ongoing engagement with organizations they support.

This study adds to the qualitative data showing how leaders in the emergency services perceive legitimacy and the bases of power. The study examines the perception of leaders and their perspective on why subordinates view their leader as legitimate and/or authentic. Two definitions of legitimacy are presented: the traditional viewpoint of French and Raven (1959) associating legitimate power “with having status or formal job authority” and the other proposed by Maxfield (2012) in the LEAP leadership model basing legitimacy or authenticity more on the characteristics and skills leaders bring to their positions. Geographically weighted regression (GWR) has been shown to greatly increase the performance of ordinary least squares-based appraisal models, specifically regarding industry standard measurements of equity, namely the price-related differential and the coefficient of dispersion (COD; Borst and McCluskey, 2008; Lockwood and Rossini, 2011; McCluskey et al., 2013; Moore, 2009; Moore and Myers, 2010). Additional spatial regression models, such as spatial lag models (SLMs), have shown to improve multiple regression real estate models that suffer from spatial heterogeneity (Wilhelmsson, 2002). The article presents a study which examines the performance of kernel and bandwidth specification in geographically weighted regression (GWR) models in mass real estate appraisal. The kernels employed in the study are the bi-square kernel and the Gaussian kernel. Data from the sales of single-family homes in Norfolk, Virginia from 2010 to 2012 are highlighted.

Whites And The Active Representation Of Racial Minority Interests, Maykao Y. Hang

This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.
Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

Despite the scholarly interest in workplace incivility in the field of organizational behavior, public administration (PA) scholars have paid much less attention to this timely and relevant topic. Based on a unique sample of 401 individuals (nested in 83 work units) employed in a public organization in Thailand, the present study seeks to address this void by examining whether different sources of workplace incivility (i.e., supervisors, coworkers and customers) will have differential effects on different types of employee deviant behaviors (i.e., deviance directed towards the organization, supervisors, coworkers and customers). Transformational leadership and employee engagement have been studied in the private sector, yet research in the nonprofit sector is scarce. Addressing this gap is important to improve nonprofit practices, as nonprofit organizations contribute to a myriad of social issues critical to positive social change. Using Burns's theory of transformational leadership, which places emphasis on motivating and inspiring performance through a shared vision and mission, the purpose of this quantitative study was to analyze the effects of transformational leadership on employee engagement in nonprofit organizations. Corporate social responsibility is presently defined by the World Business Council of Sustainable Development as persistent commitment by businesses to behave ethically and contribute to economic development while also increasing the quality of life of employees, their families, and the community. Guided by Freeman's stakeholder theory, this study examined the relationship between corporate social responsibility and the Nigerian bankers' reported satisfaction with the Nigerian banking sector. In this Essay, I take stock (as something of an outsider) of the behavioral economics movement, focusing in particular on its interaction with traditional cost-benefit analysis and its implications for agency structure. The usual strategy for such a project—a strategy that has been used by others with behavioral economics—is to marshal the existing evidence and critically assess its significance. My approach in this Essay is somewhat different. This paper explores the potential content and feasibility of a set of harmonized choice of law rules (HICOL Rules) that would apply in insolvency proceedings. It contemplates a main insolvency proceeding opened in a debtor’s center of main interests (“COMI”) and the existence of (or possibility of opening) one or more non-main (or secondary) proceedings. It also contemplates the possibility that an insolvency representative in a main or non-main proceeding may seek and be granted recognition in another state under the UNCITRAL Model Law on Cross-Border Insolvency (codified as Chapter 15 of the Bankruptcy Code in the U.S.) Under HICOL …
