The Public-Private Partnership (P3) approach is a viable option to address the slow growth and burgeoning need to deliver infrastructure projects and services by state and local governments. This study focuses on identifying critical success factors (CSF) that influence the success of P3s for local government service and infrastructure delivery. A framework is presented for integrating relationship and project management CSFs identified from previous literature into P3s. The lack of labor and financial resources in local Jamaican governments’ corporation negatively impacts senior management government officials’ sustainability efforts. Grounded in Buchanan’s and Tullock’s public choice theory, the purpose of this qualitative phenomenological study was to explore the lived experiences and perceptions of 20 randomly selected Jamaican senior management government officials from two local government corporations concerning the financial and human resource capacity issues. Data were collected using semistructured interviews, government documents, and public and government legislative data. The data were analyzed using the Smith and Osborn interpretative phenomenological analysis, and the Moustakas modified van Kaam 7-step analysis method. …

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt.
