Provides highlights of my recently published book Export Controls: A Contemporary History. Describes the roles played by multiple U.S. Government agencies and congressional oversight committees in this policymaking arena including the Commerce, Defense, State, and Treasury Departments. It also reviews the roles played by international government organizations such as the Missile Technology Control Regime, export oriented businesses, and research intensive universities.

In the ongoing discussions about financial services regulation, one critically important topic has not been recognized, let alone addressed. That topic is what this Article calls the “entity-centrism” of financial services regulation. Laws and rules are entity-centric when they assume that a financial services firm is a stand-alone entity, operating separately from and independently of any other entity. They are entitycentric, therefore, when the specific requirements and obligations they comprise are addressed only to an abstract and solitary “firm,” with little or no contemplation of affiliates, parent companies, subsidiaries, or multi-entity enterprises. “Cloud computing” raises important and difficult questions in state tax law, and for Federal taxes, particularly in the foreign tax area. As cloud computing solutions are adopted by businesses, items we view as tangible are transformed into digital products. In this article, I will describe the problems cloud computing poses for tax systems. I will show how current law is applied to cloud computing and will identify the difficulties current approaches face as they are applied to this developing technology.

My primary interest is how Federal tax law applies to cloud computing, particularly as the new technology affects international transactions. …

The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …

In December 2012, a group of experts spanning disciplines and practice in the field of broadband policy met to discuss how the research community can better serve state and local policymakers and other stakeholders. This group of subject matter experts was convened to examine how best to measure the economic impact of state and national broadband deployment and capacity/adoption building efforts. Paying any tax is an unwelcome burden, but in Ireland many have a particular aversion to taxes on their homes. We are not alone in this. Elsewhere, taxes on homes are also unpopular; witness the People's Initiative to Limit Property Taxation which forced the California state government to cut property taxes. Nevertheless, residential property taxes remain an almost universal feature of developed countries because of compelling economic arguments for them. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Knowledge commercialisation and commodification are important components of universities’ “Third Mission” to contribute to the development of their home regions by strengthening their engagement with the public, private, and third sectors. Entrepreneurship education programmes have tended to develop in parallel to such “entrepreneurial university” initiatives, rather than in intentional alignment with them. This is reflected in the research literature as well, where the analysis of the “entrepreneurial university” and studies of entrepreneurship education have little overlap. Applications using quasi-experimental comparison group designs in regional science and geography have increased substantially over the last three decades, inspired by the work of Andrew Isserman and colleagues in the 1980s and 1990s, robust literatures on quasi-experimental design in fields like education and psychology, a vast program evaluation literature, observational studies methodology in statistics, and the growing interest in experimental and non-experimental (natural) designs in empirical economics. This paper discusses the state of quasi-experimental comparison group research today, with a primary focus on studies in which regions—Census tracts, counties, cities, metropolitan areas, provinces, or states—are the units of analysis.
