This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. This approach represents international ‘best practice’ for fisheries management and is consistent with the Commonwealth Government’s Fisheries Harvest Strategy Policy1 .

This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery. The objective of this paper is to propose a process that will allow the decision makers to objectively assess the appropriateness, benefits and costs of any stock enhancement proposal under Ecologically Sustainable Development (ESD) principles. To this end, this paper sets out a conceptual framework for assessment of stock enhancement projects, putting stock enhancement within the wider framework of fisheries and ecosystem management strategies, and their assessment, in Western Australia.

The Integrated Fisheries Management Review Committee was established to develop a strategy to integrate the management and sustainable use of fish resources. The Committee’s report proposes an alternative management framework and a set of guiding principles for allocating fish stocks to ensure optimal benefits are realised for the WA community. The report does not, and was not intended to, address specific allocation issues in particular fisheries – this will be a function of the framework and processes put in place following this review.
