The study was designed to provide a statistically robust assessment of untreated-groundwater quality in the shallow aquifer systems. The assessment was based on water-quality samples collected by the U.S. Geological Survey from 100 groundwater sites and 70 household tap sites, along with ancillary data such as land use and well-construction information. The shallow aquifer systems were defined by the depth interval of wells associated with domestic supply. The Monterey-Salinas Shallow Aquifer study unit consisted of four study areas—Santa Cruz (210 km2), Pajaro Valley (360 km2), Salinas Valley (2,000 km2), and Highlands (5,250 km2).

Since the later 1990s, well logs, geopyhsical and lithological data supporting a three-dimensional study of the inter-related ancestral fluvial and alluvial-fan depositional environments making up the groundwater bearing zones (180-Foot and 400-Foot aquifers) and their implications on seawater intrusion pathways.

Landowners at Carr Lake reported increasing issues with proper drainage of the agricultural fields that made up the vast majority of the former lake bed. The primary driver of the study was the recognition that a more complete understanding of the site topography and hydrology is necessary, both to frame the pertinent issues and to identify any measures that may be appropriate to enhance drainage in the ditch system. Therefore the project work plan included two main fieldwork components, topographic survey and hydrologic monitoring. The fieldwork was followed up by data post processing, mapping, and associated supporting analyses.

North Monterey County experiences severe water supply and quality problems including falling water levels, seawater intrusion, and nitrate contamination. The region is in a significant state of overdraft where current demands greatly exceed the annual level of recharge. Without increased supplies, dramatic changes need to occur to the North County land use pattern to reduce demand. The Comprehensive Water Resources Management Plan combines water conservation, water supply, water quality, and land use actions into comprehensive policy alternatives. It is clear, however, that capital facilities are necessary if the problem is to be solved.

California State legislation outlines the objectives and purposes of the Monterey County Water Resources Agency (MCWRA) and states that the MCWRA is to “carry on technical and other necessary investigations, make measurements, collect data, make analyses, studies and inspections pertaining to water supply, water rights, control of flood and storm waters and use of water both within and outside of the agency ...” The MCWRA is responsible for the managing, planning and engineering of the water resources of the Salinas Valley. In 2014, the California legislature for the first time took some steps to create a framework for regulating groundwater pumping in over-drafted basins by adopting the Sustainable Groundwater Management Act (SGMA), representing California's first statewide groundwater management planning program. SGMA called for local agencies to develop groundwater sustainability plans within the next five to seven years and then achieve sustainable levels of groundwater extraction by approximately 2040 to 2045. California's prior efforts to regulate groundwater extraction is discussed, as well as groundwater depletion.

The Salinas River is listed by the Environmental Protection Agency (EPA) under the Clean Water Act’s ‘303d list’ as being impaired due to ‘sedimentation/siltation.' A plan for management of the total maximum daily load of sediment is thus mandated. This plan was to include an assessment of sediment sources in the Salinas Watershed. The study provided the technical basis for this source analysis, to be used by the Central Coast Regional Water Quality Control Board (CCRWQB) in the development of the Salinas Sediment TMDL.

An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression.
