Government organizations’ focus on public service provides a fertile ground for conflict due to competing interests and goals. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation. The purpose of this qualitative case study was to investigate and deepen the understanding of employee engagement in the multigenerational workforce of a federal agency. Organizational culture in combination with the dispersion of staff across multiple generations presented the opportunity to inform the case study through scientific management theory and the theory of generations as well as concepts regarding organizational change, employee satisfaction, and organizational leadership. As China emerges as one of the world's top 5 economies, it attracts more multinational corporations (MNCs) that want to expand there and implement corporate social responsibility (CSR) programs. Despite this emergence, since China entered the World Trade Organization, it has not perceived or welcomed MNCs in the same manner as in the 1970s to 1990s. Further, MNCs have had challenges adapting Western-style CSR programs in China's local communities. Waldo’s predictions about the future for public administration describe five areas that would be problematic in the future: legitimacy, authority, knowledge, control, and confidence. Legitimacy includes not only that the government is legally legitimized but capable and focused on an intention to deliver the “good society.” Authority, according to Waldo, is the ability to implement policy with the acceptance of the people based on rationalism, expectations of public good, ethics, superior knowledge, and institutional contexts. This study explores the advocacy patterns of over 200 nonprofit human service providers active in both anti-violence and anti-poverty service arenas. A mailed survey to organizations associated with three statewide advocacy organizations in New York State examined the organizational factors associated with three advocacy activities: case advocacy, public policy education, and legislative issue advocacy. Using empowerment theory, predictors that captured the degree of ethnic diversity of an organization's staff and board, and whether or not consumers served on the staff or board, and whether having social workers as advocates were examined along with other control variables to explain the conditions …
