Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken

Herman L. Boschken

Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. No hospitality organizations are immune from the negative effects of substance abuse in the workplace. Ownters and managers must confront the problem head on and, in order to accomplish this, they must be in possession of the facts regarding the problem, and regarding options for dealing with the problem in the most appropriate manner for their individual organizations. Three structural characteristics of mentoring dyads (the mentor’s hierarchical level, duration of the mentoring relationship, and how long the protégé has been without a mentor) were proposed as having main and possibly interactive effects with three mentoring functions (social support, career coaching, and role modeling) on five protégé outcome variables (career expectations, commitment to the firm, number of hours worked during peak season, number of direct reports supervised, and current annual salary). Data from a sample of Certified Public Accountants (CPAs; N=786) were employed to first assess the distinctiveness of the proposed three mentoring functions by maximum likelihood confirmatory factor …

Professor Freudenburg believes that there is room for improvement in Risk analysis, particularly in drawing on systematic studies of human behavior in the calculation of real, empirical probabilities of failure. The need is argued to be especially acute where technological Risks are associated with low expected probabilities of failure and are managed by human organizations for extended periods of time. Organisational control of a public housing institution (the Crust) was exposed using interpretive methodology. Information was obtained from extensive interviews of key personnel. It was found that, control of the organisation was influenced by the control of the accounting information system. Further, the control was exercised by one particular person through stifling the development of the computerisation of the AIS. The development of the AIS highlighted the conflict of the Crust's roles (of helping to house people and to conduct itself in a business like manner). One key for an understanding of Chinese economic behaviour in Singapore, Hong Kong or Malaysia is tmst - a term which has not been thoroughly dealt with in contemporary studies. With reference to the Chinese business community in Chinese-dominated Singapore and sociological concepts of trust, the article aims at analyzing the different levels of meaning of the trust mechanism (Chinese: xinyong) which is seen as essential lubricant in Chinese personalistic and non-contractual business relations.
