This thesis investigates a logistics problem facing companies that export their products to other countries. The problem is called export intermodal transportation problem. In the export intermodal transportation problem, goods ordered by overseas customers need to be transported from production plants or warehouses of an export company to the customers destinations overseas. The transportation involves using multiple transportation modes such as trucks and rails for the inland portion and ocean liners for the overseas portion, and its objective is to have the goods moved and the cost minimized subject to various constraints. In the Science of Economics, there has been a debate about the optimal fiscal and budgetary policy that should be implemented by governments. On the one side, the advocates of the Keynesian Theory assert that in recession times governments should run budgets with deficits, in order to stimulate the economy, while the supporters of the Balanced Budget Theory, on the contrary, underscores the need to reduce and even eliminate the budget deficits. This dissertation examines the relationship between inventory cost (IC) and transportation cost (TC). The association of the two has been recognized for over a hundred years; accordingly, managers and academics have believed that these costs have offsetting properties such that combinations of inventory and transportation expenditures can be altered to fit different strategic objectives. However, the behavior of this relationship in practice has not been tested. The essays of this dissertation examine this relationship through multiple theoretical lenses and with multiple data sets. This research evaluates two separate supply reduction plans that were implemented at Balad Air Base during the Air Force's final months in the area of operations. In most of the literature dealing with inventory problems, either with a deterministic or probabilistic model, lead time is viewed as a prescribed constant or a stochastic variable that is not subject to control. But in many practical situations, lead time can be reduced by an extra crashing cost; in other words, it is controllable. This research develops a flexible agent-based modeling and simulation (ABMS) framework for supply chain risk management with significant enhancements to standard ABMS methods and supply chain risk modeling. Our framework starts with the use of software agents to gather and process input data for use in our simulation model.
