The Argentine Air Force Materiel General Directorate is responsible for the supply and distribution of reparable and consumable assets to support the operations of more than thirty different weapons systems. The Materiel General Directorate recently initiated an effort to assure logistic support and to gradually increase the productivity and efficiency of the related processes. The distribution of consumable and reparable assets was a key process identified as inefficient and targeted for improvement, and a recommendation was made to consider organic or private transportation and reduce transportation time in order to improve responsiveness and drive down logistic pipeline costs. The purpose of this research was to investigate relationships between some of the current, most widely used ITV systems and how they measured up to fulfilling the needs and requirements of the Army. Air Force supply officers possess a unique body of knowledge. This unique body of supply officer knowledge is an Air Force intellectual asset. The value of these intellectual assets depends on the value created by the application of the organization's knowledge and the value his knowledge creates. This thesis establishes a process for measuring the value created by unique supply officer knowledge. The first step in the methodology is to identify mandatory supply knowledge. The Cooperative Logistics Supply Support Arrangement (CLSSA) is a program designed to provide follow-on supply support for weapon systems procured by foreign military sales (FMS) countries from the United States. CLSSA calculates a Stock Level Quantity (SLQ) for each item based on demand history, item lead-time, and requisitioning patterns. Item SLQs affects program cost and service levels to FMS customers; a high SLQ level improves service levels, but also creates higher costs. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot.
