This thesis explores the application of Value Focused Thinking (VFT) and multi-objective portfolio optimization to create a well-aligned portfolio for an organization faced with over 50 alternatives and limited funding. A novel technique is proposed to develop an optimized portfolio based on VFT scores, utilizing heuristic approaches like evolutionary algorithms. The research outcomes include an optimized portfolio, the total value evaluation of alternatives, and a sensitivity analysis. The new approach outperforms the organization’s previous method, resulting in a portfolio that better addresses the organization’s core values and objectives, scoring 21.21% higher.

Every two to three years, U.S. Army officers must change duty stations, which entails a selection process based on preferences. Currently, officers are assigned to units using a stable-marriage algorithm. Two impracticalities occur within this process. First, officers are required to submit strictly ranked preferences, not allowing indifference among units. Second, the stable-marriage algorithm does not give flexibility to alternative priorities. This research focuses on two modifications to the current model. This research examines the Cadet to Air Force Specialty Code (AFSC) Matching Problem (CAMP). Currently, the matching problem occurs annually at the Air Force Personnel Center (AFPC) using an integer program and value focused thinking approach. This paper presents a novel method to match cadets with AFSCs using a generalized structure of the Hospitals Residents problem with special emphasis on lower quotas. Effective personnel management policies in the United States Air Force (USAF) require methods to predict the number of personnel who will remain in the USAF as well as to replenish personnel with different skillsets over time as they depart. To improve retention predictions, we develop and test traditional random forest models and feedforward neural networks as well as partially autoregressive forms of both, outperforming the benchmark on a test dataset by 62.8% and 34.8% for the neural network and the partially autoregressive neural network, respectively. The effectiveness of tasks performed by the directorate of aeronautical engineering and squadrons in RSAF directly impacts flight safety, which in turn influences the organization either positively or negatively. Therefore, improving engineers' competencies will improve the overall performance of the organization. The purpose of this research is to develop a model-based approach to intelligence forecasting of a competitor’s system. This analysis currently uses a document-based practice to capture all knowledge of the forecast and its development. A framework of antithesis processes, or Anti-Processes, were derived from the systems engineering technical processes. This was then combined with analytical tradecraft from the field of competitive technical intelligence to build a SysML reference model, which was then applied to a small case study to enhance and refine the model. USTRANSCOM (United States Transportation Command) sends containers to various overseas destinations, mainly commercial container shipping companies. Delivering the containers to the destinations on time is important to support the United States (US) Forces deployed in foreign countries. This study analyzes container shipment records for two years from 2019 to 2021 and prepares insights for USTRANSCOM. This study utilizes descriptive statistics, data visualization, and one-way analysis of variance (ANOVA). According to the records, almost half of the containers (41.25%) were delivered late for one day or longer. The container with the longest delay took 408 days. Major reasons for delays included …

Further, the promotion of the Multi-Capable Airman (MCA) concept leads to questions on how best to train airmen on tasks outside of their core career field. Although incentive programs can provide some retention, attrition rates may continue to vary, placing the readiness of the warfighter in jeopardy. Each year, the Air Force Personnel Center determines which career field newly commissioned officers will serve under during their time in the Air Force. The career fields are assigned while considering five priorities, dictated by Headquarters Air Force, Manpower and Personnel: target number of cadets, education requirements, average cadet percentile, cadet source of commissioning, and cadet preference. A mixed-integer linear program with elasticized constraints is developed to generate cadet assignments according to these priorities. The purpose of this study is to examine the U.S. Air Force's dependence toward sole sourcing and how that influences procurement outcomes in terms of supplier performance. This research used linear regression to explain the effect of source dependence and supplier size on performance categories for 326 suppliers. The five supplier performance categories in the study included timeliness, cost control, quality, business relations, and regulatory compliance. The research found that the USAFs dependence on sole sourcing had a small but statistically significant influence on all five aspects of supplier performance, with timeliness being the most adversely impacted.

Emergency demands for aircraft parts, MICAPs (Mission Impaired Capability Awaiting Parts) are one of the leading issues affecting mission capability supply rates for fighter aircraft. Both intuition and previous research suggest economic and demographic factors play important roles in an officers decision to separate from service. Female retention rates in the US military have been considerably lower than that of their male counterparts for numerous years. In the Air Force, women represent 14 percent of officer ranks from O-5 level and above. Comparatively, the overall rate of women officers in service is 20 percent. Under PTN, student pilots progress at an individual rate while making increased use of simulator-based training resources. Military sustainment planners must consider the effective employment of Cargo Unmanned Aerial Vehicles (CUAVs) into resupply operations under austere threat conditions. Viewed as an inventory routing problem, the complexities of resupplying dislocated Forward Operating Bases (FOBs) under dangerous and dynamic conditions warrant additional features to the baseline problem. This research models a military stochastic inventory routing problem with multiple routing (MIL SIRP- MR) as a Markov decision process (MDP) model and provides high-quality policy solutions using a combination of approximate dynamic programming and ordinal optimization techniques.

While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. From a methodological standpoint, this is among the very first works in the literature to explore the concepts of true simulated operating conditions and fully embedded decision-making algorithms. The AFWERX Open Topic (AOT) program uses funding from the United States Air Force’s (USAF) Small Business Innovation and Research (SBIR) budget to adapt commercial technology to USAF needs. The AOT approach to small business investment is markedly different from that of legacy SBIR investment methods. This research is a comparison of processes and outcomes for AOT and legacy SBIR. The first axis of comparison is on commercialization rates. Applying a legacy definition of commercialization on a sample of AOT contracts, we found AOT’s commercialization to be 37% (compared to an 8.8% for legacy SBIR). We caveat this finding by …
