The utilization of Community Development Projects in developing nations continues to increase in significance. In the wake of the latest Sustainable Development Goals, developing nations are working towards eliminating poverty, promoting sustainable cities and communities, gender equality, and health and well-being. Although Community Development Projects have become prevalent, the challenge has been that some are successful, while others fail. Despite considerable time and resources spent on the initiation phase of software projects, discrepancies often exist between formal project documentation, customer requirements, and final project specifications. Such discrepancies in the requirements management process can have a very negative impact on final project outcomes. A Business Requirements Document (BRD) constitutes the formal software requirements documentation, which typically includes stakeholders’ needs and expectations and project scope while providing a clear project roadmap and project plan. Project management decision rules presume that fixed and inflexible targets have been defined for the project. If a project's slack is defined as the difference between actual project performance and these targets, then these decision rules can be characterized as maximizing the probability that slack is non-negative (i.e., maximizing the probability of meeting the targets). These rules rely on z-scores to compare uncertain performance to target levels. Following these decision rules will not always suffice for the project manager to act consistently with customer preferences. The main purpose of this paper is to discuss three related topics of project management, systems management, and risk management. The issue that would be addressed in this paper is how risks are addressed in project and systems management, and how risks are propagated between projects and systems. A framework is proposed to overcome the problem of risk propagation from project to the systems. This thesis proposes an overarching process that combines traditional M&S and Engineering Management methodologies in a new framework to support M&S organizations during the procurement process.

This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation.
