Dominant theories relating to outcome-based learning and workforce competency were synthesized into a singular outcome-based competency model to evaluate systems engineering training. A baseline model was developed using leading theories from the academic literature pertaining to competencies for systems engineers across three categories: cognitive, skill-based, and behavioral. The model was further refined via qualitative and quantitative analysis of formal interviews of subject matter experts in the field of systems engineering workforce management. The refined model classifies 28 critical competencies for systems engineers into three tiers of workforce functionality: foundational, specialized, and leadership. The purpose of this research was to develop a systems theory based framework for complex system governance using grounded theory approach. Schedules often conflict in the rail transportation industry. Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. Although all customers want on-time deliveries, few actually pay a premium to garner this level of preferential treatment. Operating in this type of environment results in decisions that severely erode profits.

The introduction of new concepts is a driver of organizational evolution and transformation. A newly introduced concept can introduce new meaning that is disparate to existing understanding. A new concept may also be interpreted in multiple ways, thereby introducing several disparate meanings. The disparity is resolved through adaptation. The disparity introduces complex adaptive behavior to the organization, requiring suitable changes to its management and design.
