The purpose of this article is to bolster the government auditor's ability to detect procurement fraud through the use of information technology (IT) tools in performing more sophisticated data analytics and effective audit testing. The article primarily focuses on fraud detection. The government auditor should customize the application of general fraud detection principles to specific facts and circumstances and use sound professional judgment. Procurement fraud detection tests may help identify fraudulent activity and also inefficiencies, waste and abuse.

Why Toyota And Honda Topped The 2002 J.D. Power Quality Study, Susan Lightle, Kenneth Yale Rosenzweig, John Talbott

Toyota again topped the annual J. D. Power and Associates quality study released in late May of 2002. Toyota scored the highest mark ever with l 07 defects per l 00 vehicles, while Honda came in second with 113 defects. The study was based on responses of approximately 65,000 new car owners queried during their first 90-days of ownership.

These results do not surprise us, as we have been fortunate to make numerous sojourns to the Toyota plant in Georgetown, Kentucky, and observe the manufacturing processes. These trips were normally facilitated by a former Japanese student of ours, Minako Yanke, …

The Problem Of Unwanted Pets: A Case Study In How Institutions “Think” About Clients’ Needs, Leslie Irvine

The research on organizational framing and the metaphor of institutional “thinking” highlight the ways that social problems organizations shape the ameliorative services they deliver. Social problems work then perpetuates representations of problems that may not match the conditions clients face. This study extends social problems literature to argue that organizations sometimes “think” differently about the problems they intend to solve than do persons involved with these problems in everyday life. Using ethnographic research and interviews, this article contrasts the way in which animal sheltering, as an institution, frames the problem of unwanted animals with how the public interprets that problem. …

Partnerships between traditionally non-profit social services (the theme of the conference), funded by various donative arrangements and subsidized by government contracts, and any type of commercial business ventures are still relative rare in the mainstream of U.S. social work today. We can identify three distinct positions on the question among scholars in the U.S. today: A general management perspective found in business schools, a public affairs perspective found in schools of public administration, and two perspectives among social workers. The Balanced Scorecard (BSC) has evolved from a measurement tool to a strategic management tool used by thousands of organizations. The Balanced Scorecard has proven to be a powerful tool in translating strategy into action in the for-profit sector and has recently been adopted by increasing numbers of not-for-profit organizations as well.

University of Bridgeport Hospital, part of the Yale-New Haven Health System, has been using the BSC for over three years to effectively translate strategy into dayto-day operations. The No-Kill Controversy: Manifest And Latent Sources Of Tension, Arnold Arluke

State of the Animals 2003

Although some argue that everyone in the debate shares a passionate concern for the welfare of animals, a rift over this issue divides the shelter community. Ultimately, the best interests of animals may not be best addressed in a climate of controversy and criticism. To understand and perhaps reduce this controversy, the tensions fueling the no-kill conflict need to be identified and the breadth of the gulf separating its two camps assessed.

Feminist Tigers And Patriarchal Lions: Rhetorical Strategies And Instrument Effects In The Struggle For Definition And Control Over Development In Nepal, Coralynn V. Davis

This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. The analysis demonstrates that the employment of already available discursive figures of the imperialist feminist and the patriarchal third world man are central to the rhetorical strategies taken …
