On December 28, 1973 President Nixon signed Public Law 93-203, the Comprehensive Employment and Training Act (CETA). The new law represents a significant shift in the roles played by federal, state, and local officials in the expenditure of federal money for manpower services. The key characteristics of CETA are often described as "decentralization" and "decategorization." Prior to the passage of CETA the manpower system was almost exclusively under the control of federal officials. [Excerpt] Why has Myth and Measurement engendered so much controversy? In part, because it deals with the minimum wage. The minimum wage was the first piece of protective labor legislation adopted at the national level, and proposals to increase the minimum wage invariably lead to heated debate between labor and business interests. When a book co-authored by the then chief economist in the Clinton Labor Department purports to show that, contrary to received wisdom, minimum wage increases do not appear to have any diverse effects on employment, it is predictable that conservative critics will attack its findings.

[Excerpt] This paper examines the labor market outcomes of deregulation in the telecommunications industry, focusing specifically on changes in union density, real wages, wage inequality, and employment levels. Deregulation of telecommunications long distance and equipment markets began in 1984 with the dismantling of the highly unionized Bell System into AT&T (the long distance and equipment provider) and seven Regional Bell Operating Companies (RBOCs, the local service providers). Deregulation of local service has proceeded fitfully: while Congress intended to increase local competition with the passage of the 1996 Telecommunications Act, the RBOCs continue largely as monopoly providers. Research Brief: "How Are Iraq/Afghanistan-Era Veterans Faring In The Labor Market?", Institute For Veterans And Military Families At Syracuse University

In this study, researchers found significant differences in employment among recently returned veterans based on age, health, and service era. The Iraq/Afghanistan-era veterans, ages 18-24, were more likely to have higher earnings if employed, while older veterans, ages 37-64, had higher odds of unemployment. In practice, veterans may be experiencing an employment divide in which those who can find work command high wages, while others are not able to find work at all. In policy, policymakers may wish to revisit these issues by increasing the availability of programs and services for older veterans and those from previous eras who are …
