Despite the Civil Right Act and a myriad of DEI initiatives that claim to create an anti-discrimination and antiracism environment, Black women leaders still experience racism, discrimination, and disrespect in the workplace. Black women are less likely to be promoted than their White counterparts, and over 25% of Black women reported that their social identities led to a missed advancement opportunity (McKinsey & Lean In, 2022). While unions have made up a significant proportion of the government workforce in all areas of employment; there has been minimal research of any kind on how unions affect government service. This lack of research is disturbing during a time when states are taking critical stands on union existence and authority. After years of shrinking unions in the private sector and growing membership in the public sector these government decisions are reversing that trend. Whites And The Active Representation Of Racial Minority Interests, Maykao Y. Hang

This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.

Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …
