A Feasibility Study Of A Private Entity Competing With Fbos For Airline Ground Handling Contracts, Carlos A. Vergas

Master's Theses - Daytona Beach

This thesis investigates whether a private entity can compete with fixed base operators (FBOs) for airline ground handling contracts. Separating the research method into five phases, the author first conducts a need analysis. Then, the author dissects the structure of existing ground handling contracts. Thirdly, the average service charges presently in place are tabulated. Fourthly, a financial analysis is performed including the calculation of the break-even point at a profit. Finally, a model of ground handling operation is simulated using an existing air carrier’s ground handling contract.

Demonstration Of Improved Software Support Labor Estimation For Air Force Operational Flight Programs Through Functional Orientation, Ronald R. Warner Jr., Darrel L. Wright Dec 1993

Demonstration Of Improved Software Support Labor Estimation For Air Force Operational Flight Programs Through Functional Orientation, Ronald R. Warner Jr., Darrel L. Wright

Theses and Dissertations

This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. Current software models do not reflect the support environment or the temporal characteristics of aircraft software support. The second approach demonstrated how to calibrate a model by properly selecting source data in order to increase accuracy. Support calibration is not …

Proposal For A Dod Combined Battlefield Electromagnetic Environmental Effects (E3) Initiative, George H. Baker Iii

Department of Integrated Science and Technology - Faculty Scholarship

The presentation emphasizes the growing importance of electromagnetic survivability and compatibility. Operation Desert Storm demonstrated the clear military advantage provided by sophisticated electronic weapon and communication systems. In addition, the offensive tactic of taking out the enemy's eyes and ears during the air war paid off, giving our military decisive air superiority. The lessons for the future are clear. High-tech electronics now so dominates the battlefield that the outcome of future conflicts could well be decided by electronics attrition rather than human casualties. Our Desert Storm experience thus accentuates the importance of guaranteeing that our electronic systems will not be …

An Evaluation Of The Implementation Of Total Quality Management In A Service Organization, Charles Stanford Stevens Oct 1993

An Evaluation Of The Implementation Of Total Quality Management In A Service Organization, Charles Stanford Stevens

Engineering Management & Systems Engineering Theses & Dissertations

This research consists of a formative evaluation designed to identify the steps necessary to revitalize a formerly successful Total Quality Management (TQM) process at a U.S. Navy engineering and logistics support organization. The research also developed a methodology to account for the fact that the investigator is a well-informed insider who served as one of the principle change agents for the TQM implementation.

The research is based on the researcher's observation that the major cause for the waning implementation was due to senior management and leadership issues and the organization-wide processes with which they interface. The investigation consisted of an …

A Comparison Of The Disaster™ Scheduling Software With A Simultaneous Scheduling Algorithm For Minimizing Maximum Tardiness In Job Shops, Barak J. Carlson, Christopher A. Lettiere

Theses and Dissertations

The Theory of Constraints (TOC) is the foundation for a computerized scheduling system called DISASTER. Although this system has proven successful in many manufacturing settings, it has potential limitations due to the sequential heuristic process by which it schedules constraints. The objective of this thesis was to determine the extent to which these limitations impact the due date performance of schedules created by DISASTER. This objective was addressed by developing an algorithm to simultaneously schedule multiple constraints in a job shop environment and provide the optimal schedule for minimized maximum tardiness. This algorithm was used to obtain solutions for a …

Benchmark Production Scheduling Problems For Job Shops With Interactive Constraints, Stewart W. James, Bruno A. Mediate Jr. Sep 1993

Benchmark Production Scheduling Problems For Job Shops With Interactive Constraints, Stewart W. James, Bruno A. Mediate Jr.

Theses and Dissertations

United States Air Force (USAF) depots have expressed interest in utilizing DISASTER production scheduling software to schedule their maintenance operations. DISASTER attempts to increase system throughput by building effective schedules for system, constraint resources. However, when a system contains multiple, interactive constraints, DISASTER builds the constraint schedules one at a time. Since each successive schedule must adhere to timing restrictions imposed by previous constraint schedules, the quality of the schedules produced by DISASTER is dependent upon the sequence in which the constraints are scheduled. This thesis first developed a set of benchmark problems which provide a diversity of scheduling scenarios. …

Cross-Cultural Issues In The Management Of German-Owned Business Subsidiaries In Hampton Roads, Teja Ulrich

Engineering Management & Systems Engineering Theses & Dissertations

'Culture' can be described as patterns of thinking, feeling and acting that distinguish one cultural group from another. Cultural diversity is therefore likely to introduce variety to organizations in which individuals from different national backgrounds are working together. Although this variety bears the potential for an improvement of the cognitive development in the organizations, managers of multicultural business organizations tend to perceive cultural diversity as a disadvantage. This thesis attempts to identify the impact of cultural differences between Germans and Americans on organizations in which German managers work with American employees. German managers of eight business subsidiaries in the Hampton …

Aptitude measures took the form of Mechanical percentile composite scores on the Armed Services Vocational Aptitude Battery (ASVAB). A second-order logistic model was used to regress PC on aptitude and experience at the task level and at the overall job, or aggregate, level. Model …

An Analysis Of Tactical Airlifter Characteristics And Their Impact On Theater Airlift System Performance, John J. Koger Mar 1993

An Analysis Of Tactical Airlifter Characteristics And Their Impact On Theater Airlift System Performance, John J. Koger

Theses and Dissertations

This study used computer simulation and Response Surface Technology to determine what tactical airlifter characteristics most impact theater airlift system performance in a Southwest Asia (SWA) scenario. Some Aircraft characteristics were grouped into functional sets, while others were considered individually. After screening one characteristic, reliability, with a two-level factorial experiment, a Box-Behnken design was used to estimate second-order metamodels. A stepwise regression procedure indicated that, if attrition rates are ignored, airlift system performance is most impacted by the aircraft's size, survivability, cruise speed, and ability to operate on short fields. The SWA scenario used in this study covers a large …

Scheduling Air Mobility Command's Channel Cargo Missions, Gregory S. Rau Mar 1993

Scheduling Air Mobility Command's Channel Cargo Missions, Gregory S. Rau

Theses and Dissertations

Through the use of a linear programming model, this research revised the initial schedule for AMC's channel cargo missions to eliminate any excess delay enroute by minimizing the cumulative, weighted time-in-system for all cargo, according to a given cargo flow. In fact, the revised schedule minimizes any assigned nonnegative weighting of the time-in-system, due to the properties of equivalent measures of performance. When combined with Step One of a proposed two-step process for revising AMC's channel mission schedule, this research can be used to improve the current schedule based on Step One's cargo flow. By carefully defining the notation and …

Determining Cargo Flow For Air Mobility Command's Channel Cargo System, Michael Del Rosario

Theses and Dissertations

This research investigated using a multiperiod multicommodity minimal cost flow (M2MCF) formulation to model the channel cargo system of the United States Air Force's Air Mobility Command (AMC). The objective of this research was to determine how cargo should flow in the channel cargo system in order to minimize the cargo's delay enroute from its origin to its destination. This research showed the size of an M2MCF model of the channel cargo system exceeds AMC's computational capabilities. Additionally, this research describes three approaches to reduce the problem size. Because of the problem size and other modeling limitations discovered during this …

Diffusion Of Total Quality Management: An Organizational Self-Production Perspective, Baizhong Zhao Jan 1993

Diffusion Of Total Quality Management: An Organizational Self-Production Perspective, Baizhong Zhao

Engineering Management & Systems Engineering Theses & Dissertations

American industries are in the process of a quality revolution. Most companies are busy implementing Total Quality Management (TQM) programs. However, the experience of both Japanese and American companies indicates that successful TQM implementation depends on an understanding of implementation processes, which itself relies on an understanding of organizational self-organizing, for it is through this process that TQM gets diffused and becomes a core component of an organization's culture. Self-organizing is a so-called process-oriented approach, based on theory from cybernetics (Ashby, 1962; Steier & Smith, 1985; von Foerster, 1960), dissipative structure theory (Prigogine & Stengers, 1984), and chaos theory (Gleick, …
