There are increasing expectations that educational leaders attend to social justice. However, little attention is paid to their own experience of equity and inclusion, and there is an ongoing omission of gender from organizational discourse. This problem of practice identifies the lack of attention to the experience and implications of gender for leaders in a school district. The organizational improvement plan aims to prioritize gender on the organization’s agenda, bridge the gap between representation and equity and inclusion, and create a gender-inclusive leadership climate. This study examines the vital competencies of the Human Resource (HR) professional within Idaho state government. Through the lens of comparability and factor analysis, the competencies examined in this study utilize the Human Resource Competency Survey (HRCS) study framework as a basis for study. Since the HRCS model was primarily designed for the private sector, this study examines these study findings in light of public services on a state government level.

The Internet has changed the way many organizations, including public and private schools, recruit and select employees. It has also changed the way many people research and pursue employment opportunities, including those seeking positions in education. The school Web site is often the medium of first contact between a school or school district and a potential employee. That first contact can influence the potential employee’s decision to actively pursue employment with a school or a school district.
