The purpose of this article is to review the implementation of ANRI Regulation No. 49 of 2015 concerning the Vital Archive Program Guidelines. Use qualitative models and case studies by comparing the application of vital archive programs with state and other regulatory bodies such as the United Nations. It was found that there was no significant difference in the rules of the vital archive program only for access to vital archives.
