The academic literature offers different views on the strength of Ukraine’s civil society, but Ukraine’s massive civic engagement and collective action, most recently in defense against Russian aggression, offers a startling picture of grass-root activism. Based on interviews, surveys and archival research, we highlight changes and nuances to Ukrainian civil society, civic engagement and motivations over time, from Euromaidan, through the hybrid Russian aggression in the East, to the recent full-scale Russian invasion. In doing so, we explore a more inclusive understanding of civil society complemented by sense of community and community responsibility.

Modern organizations need effective ways to assess cybersecurity risk. Successful cyber attacks can result in data breaches, which may inflict significant loss of money, time, and public trust. Small businesses and non-profit organizations have limited resources to invest in cybersecurity controls and often do not have the in-house expertise to assess their risk. As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Terrorism in the new millennium has morphed drastically since the 1970s. The terrorist organizations of today are a hybrid between the insurgent group models of the 1960s and modern terrorist organizations such as Al Qaeda. This hybrid model has created what has become a transnational insurgency recruited, trained, and led by major terrorist networks such as the Islamic State of Iraq and the Levant (ISIL). As a government institution, the United States (US) Department of Defense (DOD) wields powerful influence on private sector organizations in the defense industry beyond the implications of public policy. In our conceptual research, we study the DOD as a key customer stakeholder in these organizations and investigate the influence of its military culture on these private sector organizations. By analyzing the culture of the DOD, we uncover a new dimension, sense of duty, not previously studied in mainstream organization literature. This paper is a summary of a 2011 academic study commissioned by the New South Wales Government (Game Council) investigating the possible legalizing of firearm sound moderators for hunting and shooting. The study examined the pragmatic advantages and disadvantages of this product in the event it could be made available to the general public in Australia. A comparison between Australia and New Zealand vis-à-vis public access to sound moderators highlights not only the opposite ends of the continuum adopted by two similar countries, but also the arbitrary nature of how attitudes influence product acceptability and availability. This article describes the Delayed Bang Approach for determining the value of risk management alternatives in critical infrastructure security. The discussion includes (1) the need for sustainable risk management (2) the importance of time valuation in evaluating competing loss prevention and loss reduction alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) hypothetical examples of the Delayed-Bang Approach and significance towards more sustainable risk management.

In recent years we have seen the emergence of a "new securocracy," a generalization of responsibility for fighting terror within the public sector. Here we consider the nature and extent of this securocratic shift. In particular, the identity implications for the public sector worker are explored and we contend that there is an inherent tension between "serving" and "policing" the public in many public sector jobs. We also discuss the way in which a securocratic identity is simultaneously embraced and resisted.
