Professional military reading lists have existed for a long time in the U.S. military and in other national militaries. They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. Contemporary digital platforms have become increasingly infrastructuralized, and started to raise geopolitical tensions with their global expansion. Amidst the heightened geopolitical competition between the US and China, the growing power of Chinese infrastructuralized platforms has made them the center of recent geopolitical dynamics. Drawing from an exploratory case study, this paper discusses Alibaba, one of the most prominent Chinese Internet giants, as an infrastructuralized platform, and highlights its geopolitical struggles. This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China.
