This report is a product of the New England Regional Commission's Energy Research and Policy Formulation Program. The goal of the Energy Program is to supply the members of the New England Regional Commission, which is comprised of the six New England Governors and a Federal Co-chairman appointed by the President, with reliable baseline information on New England's energy requirements and vulnerability, and to provide the Governors and the region with viable energy policy options and recommendations to guide New England's energy future.

The purpose of the proposed Dickey-Lincoln School Lakes Hydroelectric Project is to convert the natural energy of the upper St. John River in northern Maine for use as a source of electricity to meet future needs of New England consumers.

Dickey-Lincoln School Lakes Project
This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. City planning can provide multiple benefits by considering energy conservation, solar orientation and local resource harvesting. Narrower streets reduce construction costs, reduce urban heat island impacts and are safer. Above ground drainage reduces costs and returns rainwater to groundwater.
