The production of bills of quantities as a means of obtaining tenders has traditionally been viewed as a primary function of the quantity surveying profession.

This study investigates the function and format of bills of quantities in the Irish context. It explains the nature of bills, how they are compiled, and identifies the situations in which they may be used. This study discusses the considerations which underlie the choice of contract forms in Ireland.
