The wildland urban interface (WUI) is the fastest growing land type in the conterminous United States. These areas are prone to catastrophic wildfire events. In response to rapid population growth, Heber City, Utah is planning a significant amount of development within the WUI. This thesis project is aimed at proactively addressing wildfire risk in the WUI of Heber through two main strategies: regional geospatial planning and public space design to create wildfire resilient communities. Cities that grow naturally over time integrate spaces of gathering that allow for serendipitous happenstance. However, the cities we design today instruct and codify through intentional planning and design; they assign use, hardening specific function to place. Such strategies lead to spaces devoid of spirit, inculcating in city-dwellers to a sense of disconnect from the city.

In contrast to this, the places we make as children, express our intuitive, direct, and unselfconscious relationships with space and one other. Climate change affects public space, and architecture must establish tenets that prioritize pedestrians in this difficult era. Greywater re-use can be a mechanism for creating shade, and in turn, public space.

With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.

Visitation to the Moab region has increased significantly in recent years, causing campgrounds near town to be consistently full. The Dalton Wells area, a recreation area off Highway 191 just north of Moab, has become an especially popular place for dispersed camping, as it is free and in close proximity to town. Dalton Wells does not have the infrastructure or management necessary to support the current number of visitors, straining the site’s fragile desert ecosystem. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. The extant literature on the play behavior of youth normalizes adolescent behavior in public space as transgressional, resistant, and in need of social control. The dissertation counters this trend by looking to see if physical qualities, peer effects, and neighborhood context of settings play a deeper role in youth behavior. The study documented urban context, peer effects, physical features, and play behavior across 21 urban settings in New Orleans. Unobtrusive observations employed a highly innovative technique based on YouTube videos and analyzed using hierarchical linear modeling. Coded observations of risk-taking and prosocial behavior demonstrated some stability in behavior amongst adolescents—“youth” …
