Buildings are responsible for almost 40% of total global greenhouse gas emissions and the retrofitting of existing buildings is an essential part of solving the problem. About 75% of buildings in Californian were constructed before the first energy-efficiency building code was adopted in 1978. Old buildings are inefficient, responsible for large carbon footprints and must be retrofitted to stay on track with the state's climate targets. However, current policies do not require substantial changes and tend to favor historic preservation over energy efficiency, missing improvement opportunities. This study develops a reliable transdisciplinary framework for complex ecological and social systems by characterizing, mapping, typifying, assessing, and testing enhanced water-energy-food nexus scenarios under critical time constraints, specialized skills, or sensitive data accessibility. Detached management of limited essential resources like fresh water, reliable energy from renewable sources, and nutritious food can jeopardize regional economies and governance. Using a novel landscape approach, this study recommends a decision-making the framework focused on the circular economy that induces collaboration among diverse sectors and brings strategic coordination, specificity, and magnitude to the proposed solutions. Urban green space initiatives have emerged in low- and middle-income cities as a solution to disinvestment, the production of more positive public health metrics, and a tool of community engagement. While the production of urban greening provides ample room for applause, The City of Milwaukee’s Healing Spaces Initiative model regarding the ongoing construction of green space and the implementation of maintenance creates challenges that perpetuate racist capitalistic notions of the neoliberal project. The global health burden of mental health disorders is immense. The World Health Organization ranks depression as the single largest contributor to global disability; anxiety disorders alone rank sixth. One in four people will have a diagnosable mental illness in their lifetime and mental health conditions are increasing worldwide, rising 13% in the last decade. The economic implications are also immense, costing the global economy US $1 trillion each year. Mental health is more than the absence of disorders or disabilities, however. The city of Atlanta lacks public spaces. Atlanta is characterized by many high-rise buildings, and a bare urban fabric that is accessed by automobile-oriented roads rather than pedestrian streets. Dense city centers such as Buckhead, Midtown, and Downtown, lacks proper public places that support social cohesion. The practice of spatializing culture, or “examining space through theories of embodiment, discourse translocality, and effect,” localizes the global and separates hegemonic narratives of space from how it is actually utilized by the people who interact with it. Setha Low argues that this perspective is especially useful to the anthropologist committed to challenging the discipline’s historically eurocentric approach to studying culture. The main title of this paper mimics a groundbreaking investigation by anthropologist Teresa Rojas Rabiela and ethnohistorian Ignacio Gutiérrez Ruvalcaba titled: Las presas efímeras mexicanas, del pasado y del presente (Ephemeral diversion dams of Mexico, past and present). Their study inspired the addition of counterpart cases from Nuevo México, a former Mexican province directly north of the Juarez-El Paso border. The work here describes the traditional dams of the northern Río Grande region and also serves as a guide to future research and the development of historic preservation projects. During the past 50 years, the ISCCL has experienced great shifts in an understanding of cultural landscapes, the approaches to their conservation and protection, and the foundational concept of cultural landscapes themselves. The starting point was in 1971, in a meeting of Fontainebleau, where M. René Pechère led an international group of historic garden landscape architects and other professionals in the creation of a joint ICOMOS / IFLA Committee of Historic Gardens and Sites.
