The Operation Was Successful But The Patient Died: The Politics Of Crisis And Homelessness In Post-Katrina New Orleans, Evan Casper-Futterman

On July 4th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. This research observes how public space planning can improve slum upgrading projects, focusing on two case study slums in Ahmedabad, India.

The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. These settlements deserve and necessitate comprehensive design and planning services which will integrate the community into the larger urban fabric.

This studio was based on the Fairmount Greenway that was developed through a series of public meetings with the neighborhood community and with consultants from the firm Crosby, Schlessinger and Smallridge (CSS). The Fairmount Greenway, while drawing its identity from the traditional greenway model is in fact a reinterpretation of an urban greenway. The greenway path follows along both primary and secondary city streets because of the lack of space along the rail right-of-way. The Fairmount Greenway begins at what will be a new station stop at New Market South Bay near Upham’s Corner in northern Dorchester. The greenway follows …

This studio report explores community service learning in the graduate urban design studio taught in the in Department of Landscape Architecture and Regional Planning at the University of Massachusetts Amherst and instructed by Professor Frank Sleegers. The purpose of this study was to understand the problem of attaining safe and clean water that has contributed to high incidence of water borne diseases and to investigate its effects on the residents of Chawama Township, Lusaka, Zambia. A survey was used to collect data from 400 male and female participants to determine their source, treatment and storage of water; sanitary facilities; attitude, experience and knowledge of waterborne diseases. Findings indicated that, the most common source of water was communal city taps and residents did not boil or add chlorine to make it safe for use, making it susceptible …

In the late 1980s, Sioux Falls, South Dakota recommitted to its downtown, removed a dead pedestrian mall, and joined the National Main Street program. The city‘s downtown revival efforts have been largely successful in the past twenty-some years, but this success has rendered the current downtown design guidelines from the early 1990s both function-ally and aesthetically outdated. Obesity is a growing threat to America’s health. The national rate of obesity is 34% (Health Consequences, 2011), and Lincoln, Nebraska is not far behind that trend at 20.7% (BRFSS, 2011). This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

This report outlines the key findings of the 2011 Point-In-Time (PIT) counts conducted in January 2011. Specifically, this report provides 2011 PIT estimates and national PIT estimates of homelessness, as well as national estimates of homelessness by state, estimates of chronic homelessness, and estimates of homeless veterans. In addition, this report provides the national inventory of beds for homeless people in 2011.

In 2011, the PIT estimates of both homeless people and beds were reported by 432 Continuums of Care (CoC) nationwide, covering virtually the entire United States. CoCs reported their estimates to the U.S. Department of Housing and Urban …

Homelessness And Children's Use Of Mental Health Services: A Population-Based Study, Jung Min Park, Stephen Metraux, Dennis P. Culhane, David Mandell

This study examined whether children who become homeless differ from other low-income children in their mental health service use before and after their first homeless episode, and to what extent homelessness is associated with an increased likelihood of mental health service use. Differences between children with and without new onset of sheltered homelessness in the use of mental health services emerged following homelessness and widened over time. Sheltered homelessness and foster care placement history were associated with increased odds of receiving inpatient and ambulatory mental health services. This report investigates the young adult outcomes of youth who age-out of or otherwise exit Los Angeles County’s child welfare supervised foster care system and/or juvenile probation system. Two cohorts of young adults from both systems were selected for analysis. Within the two cohorts, this study focuses on three groups of youth exiters: (i) The child welfare (CW) group is comprised of youth who exited from a child welfare out-of-home placement between the ages of 16 and 21; (ii) the juvenile probation (JP) group is made up of youth who exited from any type of juvenile probation supervision between the …

Este domingo 30 de octubre se realizarán las elecciones locales en Colombia, para seleccionar 1.103 alcaldes y los miembros de los concejos municipales; así como 32 gobernadores y los representantes ante las asambleas departamentales.

Según la Misión de Observación Electoral (MOE), entre el 2 de febrero y el 20 de octubre se produjeron un total de 157 hechos de violencia contra candidatos. El miércoles 28 de septiembre pasado, en un operativo policial, se detuvo al Comandante de la Policía acantonado en la provincia de Esmeraldas, al presidente de la asociación de residentes españoles en Esmeraldas, entre otras personas. En ese operativo no pudo ser detenida una persona de origen mexicano que –según las notas de prensa- sería parte del cártel de Sinaloa. En el operativo, además de las detenciones de personas, se decomisó una tonelada de droga y mucho dinero en efectivo.
