This paper evolved from a case study of three Gold Coast beach precincts that examined the complex relationships between the urban design attributes and spatial arrangement of beach precincts and their effect on public access to activity, amenity and facility. Australian and overseas urban design guidelines were examined along with the requirements of restorative places. The focus of the scrutiny of the guidelines was to identify the nature of urban design principles that enhance egalitarian, walkable access to the restorative values found in beach precincts. Many coastal mass tourism centres have attempted to reinvent themselves as they have grown from informal coastal towns into large cities. Lifestyle migration boosts urban growth as these cities become home to ‘permanent tourists’ attracted by the characteristics that attract tourism. Australia’s best known resort, the Queensland Gold Coast, provides a case study of a resort region experiencing similar transformations to those noted in Honolulu, Miami and Sitges, Spain. Purpose – With rapid growth of Australia’s Gold Coast into a tourist consumption city (Mullins 2008) of half a million people, Gold Coast City Council (GCCC) seeks to diversify the city’s economy, lifestyle and culture. This paper investigates this transformation by reviewing policies, projects and programs arising from GCCC visions of a healthy city benefiting from knowledge based urban development (KBUD) (Yigitcanlar et al., 2008). Queensland’s Gold Coast was established as a collection of coastal tourist resorts by the late 19th century. Private development was stimulated in the conventional way, by State government provision of public transport. The main resort areas flourished due to easy public access via two railway lines from the State capital Brisbane. During the 20th century a much larger network of Gold Coast holiday resorts and retirement suburbs was created due to the greater mobility allowed by increasing car ownership.
