Decommissioned urban schools in the United States have become a problem despite well-intentioned efforts of federal, state and local authorities to reconstruct them. The challenge to school districts, superintendants, local and state authorities is threefold – one arising from the education policy and declining student enrollment. The second challenge is due to inadequate funds for maintenance and renovation of existing facilities. Given maps of an evacuee population, shelter destinations and a transportation
network, the goal of intelligent shelter allotment (ISA) is to assign routes, exits and shelters to evacuees for quick and safe evacuation. ISA is societally important due to emergency planning and response applications in context of hazards such as floods, terrorism, fire, etc. ISA is challenging due to conflicts between movements of evacuee-groups heading to different shelters and transportation-network choke-points. Recent interest in cooling towers as a mechanism for producing chilled water, together with the evolution of radiant cooling, have prompted a review of evaporative cooling in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. The feasibility of this concept depends largely however, on achieving low approach water temperatures within an appropriate cooling tower, at acceptable levels of energy performance. In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. One could easily mistake Clinton Kelly’s closing keynote presentation at ACRL 2011 in Philadelphia last March as light fare. Kelly, cohost of TLC’s What Not To Wear, spoke enthusiastically about the importance of one’s appearance and the necessity of making an extra effort in the way individuals present themselves. His keynote address, and the fact that a fashion expert was a speaker at a conference for librarians, sparked debates on Twitter and in the blogosphere.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. An edible forest garden is a low-maintenance system that uses edible native and regionally-adapted plants arranged in beneficial relationships to meet human, wildlife and ecosystem needs. The forest garden in Roger Williams Park will transform underutilized urban land into a highly productive parcel producing market-viable fruits, nuts, vegetables, medicine and fiber. Forest gardens mimic natural forest systems in architecture and complexity. The design follows ecological principles to create a system that promotes biodiversity and enhances the surrounding ecosystem. This project also demonstrates the potential to grow food and create land-based livelihoods in the city.

Mathematical Modelling Of A Low Approach Evaporative Cooling Process For Space Cooling In Buildings, Medhi Nasrabadi, Donal Finn, Ben Costelloe

This paper describes a mathematical model of a low approach open evaporative cooling tower for the production of high temperature indirect cooling water (14-16°C) for use in building radiant cooling and displacement ventilation systems. There are several potential approaches to model evaporative cooling, including: the Poppe method, the Merkel method and the effectiveness-NTU (ε-NTU) method. A common assumption, applied to the Merkel and ε-NTU methods, is that the effect of change in tower water mass flow rate due to evaporation is ignored, which results in a simpler model with reduced computational requirements, but with somewhat decreasedaccuracy.
