The reinstatement of Pell grant eligibility for incarcerated individuals marks a pivotal moment in the landscape of higher education in prison (HEP) programming in the United States. However, despite this promising development, financial barriers persist, hindering the growth and sustainability of HEP initiatives. This qualitative study delves into the challenges faced by faculty, staff, and administrators within Pennsylvania's colleges and universities as they establish and operate HEP programs amidst an evolving funding environment. Drawing on interviews with nine HEP administrators across the state, we explore obstacles they confront, ranging from the Pell grant funding gap to logistical hurdles such as …

In 2017, a new standard for determining substantive violations of the Individuals with Disabilities Education Act (IDEA) was established with the ruling for Endrew F. v. Douglas County School District. Recently, the United States Department of Education and State Education Agencies have cited the Endrew decision as being important in defining what constitutes a free and appropriate public education (FAPE) under the IDEA, in light of mandated school closures due to the COVID-19 Pandemic. Despite its noted importance, there has been limited analysis into how this new legal precedent has influenced special education due process hearing officer decisions. …

Qualitative Study Exploring The Risk Factors Of Burnout: Pennsylvania Social Work Professionals In Child Welfare, Nicole Ukaegbu

Burnout is a concern that impacts many professionals in the workplace. This study focused on the risk factors of burnout for social work professionals in Pennsylvania’s child welfare industry. The study was conducted with 10 professionals at children and youth services (CYS) agencies in Pennsylvania, where each of the professionals were interviewed to gain perspective on the problem of burnout. This study used a qualitative approach and was rooted in grounded theory to unravel the findings.

Antebellum America has been described as a period of turbulence for the nation as the North and the South grew farther apart through sectionalism. While voters relied upon the increasing partisan press to inform them of debates in Washington and the often-deliberate decision to forgo the ultimate decision on slavery, in private politicians forged friendships through social events such as parties and dinners. An Analysis Of Poverty Convergence: Evidence From Pennsylvania Counties, Angel Alcantara, Stephanie M. Brewer, James J. Jozefowicz
The Journal of Economics and Politics
This paper extends applications of unconditional and conditional β-convergence and σ-convergence analysis to poverty rates in a panel data sample of Pennsylvania counties during the period 1990-2019. Spatial structural breaks between rural and urban counties in Pennsylvania plus the possibility that Philadelphia County is an outlier are acknowledged to avoid spurious inferences. The findings support the existence of unconditional β-convergence in the pooled, urban, and rural samples with non-metropolitan areas exhibiting the greatest convergence. However, the largest conditional β-convergence is observed for urban counties, and this outcome is robust to the exclusion of Philadelphia County. Graphical evidence evinces a greater …

Does Child Care Works Work? An Exploration Of Pennsylvania’S Child Care Subsidy Program, Samantha J. Martin
The Gettysburg Journal for Public Policy
This article explores the theory and implementation behind Child Care Works, Pennsylvania's child care subsidy program. The article then studies and evaluates the policy through three criterion: effectiveness in providing families with low cost but high quality child care, efficiency in how it uses resources dedicated to childcare in the state, and the equitable distribution of access to childcare. Child Care Works has the potential to increase access to childcare and employment in Pennsylvania, but the current budget does not allot enough money to the program for it to be as helpful as it could be.

Introduction & Purpose
Osteoarthritis (OA) is the most common joint disease and the leading cause of disability in older adults.1 Physical therapy (PT) offers many benefits for patients with OA. Unfortunately, the long-term outcomes for these patients even after receiving PT treatment may be inadequate.2-7
As a profession, we need to continue to explore treatment strategies to improved quality of life. Behavioral Graded Activity (BGA) could be a treatment strategy to utilize.

Introduction & Purpose
Chronic low back pain is among the leading causes of disability globally and continues to have a high reoccurrence rate within the first year of treatment.
The treatment cost of low back pain has become an increased burden on the healthcare system and patients at an estimated $100 billion per year.
With incidence and economic burden of LBP on the rise, physical therapy has been shown to be an efficient and costeffective treatment.
Previous research shows improvements to pain and function following HVLA mobilization and exercise in short-term outcomes (< 3 months), but there is limited evidence showing the long-term effects (> 6 months.)

Cerebral Palsy is a disorder characterized by abnormal muscle tone, postural dysfunction, gait dysfunction, and abnormal movement patterns.
This disease affects children worldwide, specifically about 2-3 children out of every 1,000 in the USA as well as about 500,000 children under 18 total.

A cerebrovascular accident (CVA) more commonly known as a stroke, is a life changing event resulting in impairments that decrease the quality of life.1 Over 795,000 people each year suffer from a stroke and are affected by resulting impairments and disabilities, of these impairments 20% of those affected by a stroke will acquire foot drop.2 Foot drop is due to paralysis or weakness of the ankle dorsiflexor muscles3,4 and therefore describes the inability to actively raise the toes up required to clear the ground during swing phase, resulting in the toes to drag.
