Citizen Confidence In The Public Service: An Examination Of Established And Emerging Democracies In North America And Eurasia, Nurgul Ryskulovna Aitalieva

How do levels of confidence in the public service differ across countries? Are these attitudes about the public service determined by similar individual-level attributes across countries? Do country-level correlates explain variation between countries in citizen attitudes toward the public service? Data from the 2005-2009 World Values Survey for 21 North American and Eurasian countries, in addition to aggregate-level measures of national context, are analyzed using multilevel binary logistic regression.
The study shows that there is a significant amount of variation in the confidence attitudes not only within each country but also across countries. Citizens of Switzerland, Sweden, Norway, and Finland …

This study explores the roles federal (government) libraries and librarians play in scientific (international) knowledge development within federal agencies and in the larger scientific enterprise. In particular, this research looks at libraries’ and librarians’ facilitation of scientific inquiry through the application of research data services (RDS). Currently, librarians’ research and data consultation activities with administrators and researchers typically involve creating citations and finding datasets; less frequently, librarians are engaged in data management planning and other RDS activities. The essay begins with a brief overview of the role of the neoliberal conception of the laissez-faire market in modern political economy. The essay then goes on to defend three claims: 1) the laissez-faire version of a market should not be considered the economic ideal or baseline version of a market because often the fundamental conditions required to reach a genuine equilibrium are unfulfilled under a laissez-faire environment, 2) a distribution resultant from a laissez-faire market should not be considered the ultima facie just distributive baseline because an unregulated market may allocate commodities according to morally arbitrary factors and requires …

Do Plants Play A Part In Student Satisfaction?, Amanda Diane Plante
Masters Theses
Environmental psychologists have found relationships between plants, nature and satisfaction. Student satisfaction is important across grade levels. Two studies were conducted to determine the effect of spending time with live plants on student satisfaction and academic performance. In the first study, a quasi-experimental nonequivalent control group design was used to determine how participation in garden labs would affect high school student satisfaction with school and academic performance. Ecology students in the variable group participated in ten gardening labs during the semester. During labs, students did hands-on gardening activities in the school greenhouse and garden. This annual report highlights the mission and goals of MTAS and how it worked towards those goals in 2014. Projects discussed include the Eagleville public sewer system; the Tennessee Municipal Benchmarking Project (TMBP); the Tennessee Renewable Energy Economic Council (TREEDC); and a project for the Memphis Division of Public Works to help develop a system to track and repair potholes and utility cuts.

Annexation Handbook III is divided into 11 chapters, each of which discusses a discrete subject in the area of annexation. Following those chapters are a number of appendices that contain various annexation forms, including a joint MTAS-CTAS publication on how comprehensive growth plans are amended (as modified by Public Acts 2014, Chapter 707). Annexation Handbooks I and II contained a copy of the annexation laws found in Tennessee Code Annotated; Annexation Handbook III omits that copy because current copies of the annexation law are generally available from numerous local sources and because Tennessee’s annexation law has changed significantly in recent …

This document is designed to aid in the development of standards for construction specifications and in the design and bidding of public works improvements and should not be used in lieu thereof.
Local Government Public Works Standards and Specifications was developed to provide Tennessee cities with guidelines for construction projects. MTAS recommends, and T.C.A. § 62-2-107 requires, that public works projects over $25,000 have plans and specifications prepared by a registered architect, engineer, or landscape architect.
