Umaine, Egyptian Students To Discuss Iraq Conflict, Susan Young

To help them gain a better understanding of the causes and potential consequences of a U.S.-Iraq confrontation, a dozen University of Maine students will discuss the issue with their counterparts from the American University in Cairo on Dec. 9, [2002] beginning at 12 p.m. The students will discuss Middle Eastern issues – with a focus on the situation in Iraq – via a livevideoconference hook-up in the Soderberg Center in Jenness Hall. The discussion will also be broadcast to the university’s Hutchinson Center in Belfast.

A proposal by two Maine Indian tribes to build a $650 million casino in the southern part of the state has generated a lot of controversy. Casino advocates say gaming monies will enable the tribes to become self-sufficient while also boosting state revenues. Opponents, on the other hand, say such a facility would lead to increased crime in the area, take employees away from area businesses, and cost the state millions to treat people with gambling addiction problems. Josefina G. Carbonell, assistant secretary for Aging in the U.S. Dept. of Health and Human Services, will be at the University of Maine on Friday Oct. 18 [2002] to announce three grants to be used for the development of a National Osteoporosis Awareness and Prevention Action Plan. The UMaine Center on Aging, in conjunction with the Maine Center for Osteoporosis Research and Education in Bangor, will receive one of those grants.

Umaine Franco-American Center To Host Meetings With Council For French Life In America, Nick Houtman

The University of Maine’s Franco-American Center will host meetings October 4 [2002] to promote ties between the Conseil de la Vie Française en Amérique (Council for French Life in America), or CVFA, and Franco-Americans in Maine. At 2 p.m., the Center’s community council will meet at Crossland Hall with the CVFA administrative board, and Franco-Americans from throughout the state will meet with the board during a reception from 4 to 7 p.m.

Maine Center on Aging Research and Evaluation

The Maine Primary Partners in Caregiving project placed an emphasis on identification of caregivers and providing support to this group of individuals. Eighty percent of all elder caregiving occurs within the home setting, and this is often stressful due to constant challenges. The goals of this project involve demonstrating that rural primary health care practices are an effective point of early intervention, to show that caregivers will accept and utilize information, support and training, to demonstrate that the multiple risks of rural caregiving will be ameliorated by a combination of information, support, and training, by MPPC Caregiver Specialists, and to …

During the past 30 years, the criminal justice system in the United States has meted out increasingly harsher punishments for offenders, so that today the U.S. imprisonment rate is the highest in the Western industrial world. Research by two University of Maine sociology professors suggests that racial prejudice against African-Americans is one of the underlying factors in the creation of public policies favoring crime control.

Economic Prosperity In Maine: Held Back By The Lack Of Higher Education, Philip A. Trostel

Maine lags the nation in economic prosperity and in education attainment, and there is little doubt that the relative lack of higher education in Maine is a leading factor. In this article, Trostel looks at each of the three sources of Maine’s relatively low education attainment: the net emigration of college graduates (who are presumably in search of employment opportunities elsewhere); relatively fewer students going on to college; and the net emigration of high-school graduates leaving Maine to attend out-of-state postsecondary schools. Teen birth rates in Maine have fallen by 34 percent over the past decade, the fourth highest decline in the nation. However, as King and Marks point out, a low birthrate of 29.8 percent in 1999 still exceeds the teenage birthrate in most other industrialized countries in the world by a substantial margin. Moreover, when the authors compared Maine’s predominantly white population with non-Hispanic whites in other states, Maine’s success is not as remarkable. Indeed, the teenage birthrate of Maine’s non-Hispanic white population is higher than every other state in the Northeast corridor with the exception of Delaware. All of …

Unlike many states, Maine has an unusually strong “sense of place,” or cultural regionalism. Wendy Griswold explores where this unusually strong sense comes from, and how it can be further nourished through literature. In doing so, she strengthens the argument for investments in cultural-heritage objects and activities as a means not only of reinforcing an already strong sense of identity among Mainers, but also of promoting Maine as a tourism destination.

Maine’S Investment Imperative, Laurie G. Lachance

In the past two decades, Maine’s per capita income ranking has not topped 27th, and in recent years, the state’s relative position has dropped to 36th. More importantly, the gap between Maine and the United States has increased since 1990. In this article, Maine’s State Economist Laurie Lachance lays out a long-term investment strategy for Maine that focuses on education, research and development, comprehensive tax reform, greater efficiencies in the delivery of state and local services, and limits on government spending. Lachance argues that choices must be made even in times of fiscal crisis. Failure to invest means failure, period.
