This book describes and analyses the development of youth policy in Australia since the end of World War II. Three eras are distinguished in terms of how society constructed youth as a problem: as juvenile delinquency (to 1960); as a generation gap (to the mid-1970s); and most recently as a wasted resource (1975-1990). In each period chapters cover: the social and demographic context and images of young people; policy development; bureaucratic structures; and the politics of youth and youth policy.

To better understand the social context of food and fiber production, more and more researchers are beginning to study the production of agricultural commodities as independent, dependent, and intervening variables. Typically, these commodity variables are measured in terms of separate crop or livestock products or by ad hoc indexes that summarize several commodities. To assess and better understand the spectrum of farm commodities examined in such research, this study uses North Carolina data from the U.S. Census of Agriculture to factor analyze various indicators of crop and livestock production and to determine any underlying, empirical dimensions. A Comparison Of The Views Of Farmers And The Nonfarm Public Regarding Resource Use: The Case Of Texas Groundwater, Don E. Albrecht

This paper provides a comparison of the views of farmers and the nonfarm public about the use of a water resource that is critical to both. Specifically, this paper presents the results of surveys of a farm and a nonfarm sample about the uses of water from the Edwards Aquifer in South Central Texas. The paper briefly discusses the Edwards Aquifer and outlining the issues surrounding this critical resource. Hypotheses are then developed, data are analyzed, and conclusions drawn.

Regional Differences In Financial Resources, Assets, And Savings Behavior Of Low-Income Families, Joan Koonce Lewis

This study examined differences in financial resources, assets, savings attitudes, methods of saving, and demographic characteristics of low-income families from different regions in the United States. Further, the effects of these variables on nominal and real savings for families in each region were analyzed. Chi-square results indicated that families from the South were less likely to have private or employer-sponsored health insurance and VA medical benefits. Families from the South were also less likely to own assets and save; however, more southern families than nonsouthem families said they would increase savings if interest rates increased. Regression results indicated that nonsouthern …

Regaining Our Youth, Empowering Our Communities: Service Learning And Community Development, Glenn D. Israel, Thomas W. Ilvento

This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

Tourism As A Sustainable Rural Development Strategy: Building Consensus In Resident Attitudes, Paul B. Siegel, Paul M. Jakus

A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

Just as people had high expectations for the Great Society programs instituted to address poverty after the Watts riots of 1965 so, too, did people have high hopes for a turning point in federal initiatives to address the plight of the urban poor after the Los Angeles rebellion of 1992. Indeed, both analysts and community activists were hopeful that a more sympathetic administration would be able to capitalize on the political momentum that resulted from their electoral victory and implement somewhat unpopular programs in Congress. The purpose of this study was to explore correctional special education teachers' and public high school special education teachers ' perspectives of student transitioning from correctional facilities back to public schools. The point of interest was regarding what information these two groups of teachers believe to be important for transitioning to occur more smoothly from correctional education to the public schools.
Surveys were distributed to the two groups of teachers. Respondents indicated the need for collaboration between correctional facilities and public schools. They also indicated the need for transference of information about the student prior to the student's arrival in …

A survey was conducted to assess student satisfaction of the Counseling Education program at the University of Texas of the Permian Basin. The survey was given to currently enrolled counseling education students. Fifty-seven out of 68 students completed the survey. Several recommendations were made based on the results. Overall, the program is perceived as adequately meeting the satisfaction of the students.

The multifaceted significance of institutional care for elderly people in contemporary Japan is analyzed. An overview of the changes in the demographic structure in Japan is provided. Changes in the social environment of care for elderly people in the postwar period are discussed. In regard to the recent trends of welfare policy for elderly people, development of the variety of institutional care for the elderly is briefly described. Japanese Americans are regarded as one of model minority groups recently in American society. Through the war experience, the Japanese Americans are likely to become upper middle class people and to assimilate into the Caucasian groups.
The purpose of this research is to investigate Japanese method to assimilate into American society. The research focuses on the Michigan area as a particular area of Japanese American assimilation process. The interview research was conducted with 14 people who live in Michigan. This study was descriptive in nature and examined the relationship between demographic variables, Minnesota Multiphasic Personality Inventory-2 (MMPI-2) variables, and levels of violence as measured by the Conflict Tactics Scale (CTS) (Straus, 1979). The research sample consisted of 44 males entering a treatment program for male batterers. All participants completed a research protocol during a required assessment consisting of: (a) a General Information Sheet, (b) the MMPI-2, and (c) the CTS. The CTS was the only instrument administered solely for research purposes.
The MMPI-2 data were used to construct a sample composite mean profile. MMPI-2 data were also divided into …

This study is an exploratory secondary analysis of loneliness experienced as a serious problem by the elderly. The secondary data were from the Davis (1986) national study conducted by Harris & Associates (1987) for the Commonwealth Fund Commission on Elderly People Living Alone. The independent demographic variables of living arrangements (living alone or living with others), age (65 to 85 and over), marital status (married, widowed, divorced, separated, and never married) and sex by the dependent variable of loneliness (a serious problem or not a serious problem) were measured by chi-squares and Cramer's V test for statistical significance. The controversy surrounding the creation and implementation of two National Collegiate Athletic Association student-athlete eligibility rules, Proposition 48 and Proposition 42, was the focus of this study. The two rules required that a student's scholastic grade point average and SAT scores be factored into scholarship and athletic admissions decisions. By describing the unfolding social process respecting the creation of these two eligibility rules, this study addressed issues vital to rule creating processes in general.

Coresidence With An Older Mother: The Adult Child's Perspective, Beth Soldo, Douglas A. Wolf, Vicki A. Freedman

We estimate models of coresidence between adult children and their elderly unmarried mothers, using data from the National Survey of Families and Households. The models include controls for women’s wages, along with other variables representing competing demands on their time. Among married couples we explicitly represent the “competition” for residential space between a child’s mother and mother-in-law. The information necessary to identify the observations of interest— respondents with a living, unmarried older mother— is missing in most cases. We address this problem using a multiple imputation strategy. The results indicate that wages, income, and parental health are related to parent-child …

As international trade between China and the United States has increased markedly in recent years, negotiation behavior between Chinese and Americans has become a timely issue. Most research conducted in this area discusses the fundamental cultural differences between East and West, as well as the difficulties Westerners have in negotiating with the Chinese. Little was written on the actual negotiation behavior itself. This paper is focused on the negotiation behavior between Chinese and American business people. Since 1983, more than 34,000 Amerasians and their 48,000 accompanying family members from Vietnam have been resettled in the United States of America. Having American fathers whose race and ethnicity are very differentfrom traditional Vietnamese, these children were considered outcasts by members of their own culture and,for the most part, led marginal lives in Vietnam. This article presents findings of a study conducted on a sample of 80 Amerasian refugees who have resettled in a large Southern city within the last two years.
