Lack of a clear community image, or the presence of a negative or ambivalent image, may emerge during your S.T.A.R.T. Economic Development strategic planning sessions as a reason for economic difficulties. Image problems are often perceived as a major cause of declining sales, conflicts, residents shopping elsewhere, and young people leaving. Although a negative image may be only part of the reason for (or a product of) economic decline, it usually has some influence on the community economy. The impact of a new convention center or a new firm entering or leaving a region requires the use of multipliers to estimate the full economic effect. Multipliers account for the interactions from industries to industries and from industries to households and back, and are produced easily from input-output studies.

Researchers from the Center for Applied Urban Research examined the economic impact of the Nebraska School for the Deaf (NSD) on the Omaha area and the state. The impact of the NSD reaches far beyond its primary function of providing educational opportunities for deaf children in Nebraska, therefore, measuring its value is difficult.

This report is based on the responses of 125 arts organizations. They range from small limited-interest groups to institutions with multi-million dollar budgets. Some are run out of volunteers' homes while others have marble edifices. The respondents in this report do not include local school districts, although universities are included. A copy of the instrument and totals is included as an appendix.

The major findings of this study on the economic impact of the University of Nebraska at Omaha in 1980-81 are the following:

1. The Total expenditure (excluding double counting) within the Omaha SMSA by the university, its faculty/staff, students, and visitors was $62.3 million.

2. The increase in the Omaha SMSA activity caused by the university was estimated as $56.1 million.

3. A total of $62.3 million of additional income attributable to alumni having college degrees was not included in these estimates of the university's economic impact.

What are the arts worth to Nebraska? Until recently no information has been available to answer that question. The arts provide an important cultural contribution, but they also support the economy by employing people, renting buildings, and purchasing supplies and services. The intangible attributes of artistic endeavors are commonly recognized. Economic contributions, however, have received little attention.

The last few years represent a period of substantial growth for the City of Omaha and the University of Nebraska at Omaha as well. A moment's reflection reveals that the growth of the City and the University are interdependent. The purpose of this study is to provide a basis for understanding some of these relationships--particularly the economic relationships that exist between the campus and the community.
