The world is experiencing a global restructuring that poses a serious threat to international efforts to prevent and protect against torture. The rise of powerful transnational non-state actors such as gangs, drug cartels, militias, and terrorist organizations is challenging states’ authority to control and govern torture committed within their territory.

In the United States, those seeking protection against deportation under the Convention Against Torture (“CAT”) must establish a likelihood of torture at the instigation of or by consent or acquiescence of a public official acting in an official capacity or other person acting in an official capacity. Latin American cities face many problems that compromise them from different angles such as lack of infrastructure, government fragmentation, and environmental degradation. At the same time, each city tries to come up with its own solutions, but there are so many difficulties that in many cases it is difficult to keep attention and efforts focused on all these directions. For these reasons, this research aims to define some of the most common problems faced by cities in Latin America. In a region plagued by high rates of violent crime and repressive policing practices, Nicaragua has earned a reputation as exceptional. Despite poverty, inequality, and a historical legacy of political violence and repression, Nicaragua has defied regional trends. It has registered low rates of violent crime while deploying policing practices that emphasized prevention over repression. April 2018 marked an end to this exceptionalism. Police attacked anti-government protestors, and launched a sustained campaign against dissidents that continues to the present day. Nothing excites civilian lawyers and judges more than commissions for codification. Codification is more than an academic enterprise. Codification projects directly cut across the interface between law and life. ALACDE intends to harness this Latin American interest in codification to bring the economic approach to Latin America. A new-generation law and economics civil and commercial code will be a conscious project to restate Roman law's usefulness for coping with today's problems. This paper focuses on court administration as a component of judicial branch reform in the United States and other countries.

Over the past fifty years, state and federal court systems in the United States have undergone a process of significant change. At the beginning of the twentieth century, courts were largely dependent upon the executive branch of government for administrative support and were for the most part externally dominated, disorganized, and poorly managed. By the end of the century, they had undergone a process of administrative innovation and improvement that changed the way they were managed. In other countries, judicial …
