The Western Australian Department of Fisheries is responsible for the management of aquaculture in WA and is committed to implementing ESD. These principles are contained within the objectives of the Fish Resources Management Act 1994 and the Department is keen to demonstrate both to the Government and the broader community that these principles are being achieved. The Department developed a policy statement in 2002 - “Policy for the Implementation of Ecologically Sustainable Development for Fisheries and Aquaculture within Western Australia” (Fletcher 2002) – that described its direction on incorporating ESD within fisheries and aquaculture management.

The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. The Act implemented a number of significant changes to public administration and made certain advances in many areas (e.g. a public register of authorisations). In the ten years of its operation, the FRMA has demonstrated many strengths, however, experience and changes in policy direction have highlighted certain aspects of fisheries management and law that deserve attention and possible amendment.

While some of the factors threatening the future of the marron fishery can be managed via traditional fisheries controls, many fall outside of the Department of Fisheries’ jurisdiction and require a ‘whole of Government’ approach to management. To help ensure a quality future for the recreational marron fishery, the Recreational Freshwater Fisheries Stakeholder Sub-committee (RFFSS) has now developed a set of draft management proposals designed to form the basis of a five-year management plan for the fishery.

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish - particularly offshore demersal species, such as tropical snappers and emperors. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

The draft Aboriginal Fishing Strategy report is a comprehensive effort to recognise the interests of Aboriginal people in the protection and use of fish resources in Western Australia. It is perhaps the most comprehensive report of its kind in Australia. As this Government moves toward a more integrated approach to the management of fish resources this report is timely, and represents an opportunity to ensure Aboriginal fishing interests are given appropriate recognition in a more holistic approach to ensuring fish stocks are sustained for future generations.

In its discussion paper (Fisheries Management Paper No. 139), which was widely distributed and publicized, the working group put forward a range of management proposals for community discussion. These were developed after meeting directly with recreational fishers in key regional centres and receiving feedback from fisheries scientists and managers. The discussion paper attracted widespread comment, with more than 1,200 written submissions received from recreational fishers, angling clubs and other stakeholders. The West Coast Region between Kalbarri and Augusta offers a wide range of recreational fishing opportunities.The West Coast Region also receives more fishing pressure than any other, with an estimated 380 000 anglers fishing each year. Already, the signs of a fishery under pressure are showing. A major challenge for the Western Australian community is to ensure the sustainability of these resources in the face of growing pressure, and to ensure that the industries based on these resources are able to develop in a controlled and sustainable fashion which will optimise long-term benefits to the community.
