The Impact Of Antarctic Treaty Challenges On The Us Military, Ryan J. Bridley, Kevin W. Matthews
The US Army War College Quarterly: Parameters
While the Antarctic Treaty of 1961 largely prevented conflicts on the continent, growing challenges to the treaty system could affect the United States and the global community. Through historical documents and press reports, this article examines ice deterioration, unreported and unregulated fishing, resource extraction preparation, hostilities between treaty members, and the roles of China and Russia in the region. It provides recommendations for policymakers and military strategists on how the United States can maintain global security and treaty interests—and the potential request for intervention—within the guidelines of the National Security Strategy.

Maritime Security is defined as secure and controlled sea by means of free from violation, pollution, and lawbreaking threats. There are several ‘red zone’ areas in Indonesian sea region which contain several kinds of threat. The existence of ‘red zone’ areas shows that Maritime Security in Indonesian sea region hasn’t been realized yet. Law No. 32 of 2014 mentioned Bakamla RI as Maritime Security enforcer in Indonesian sea region. The shift of sea piracy trend in Southeast Asia, from primordial piracy to contemporary piracy, has happened for a few decades. To ensure the region remains invulnerable, ASEAN as regional institution adopts two international maritime norms into the region to develop the regional norms against sea piracy. This thesis examines the U.S.-Japan Mutual Defense Treaty and its future considering the recent developments in the international security environment. The 2018 National Defense Strategy brought back an emphasis on Great Power Competition, fundamentally transforming the role of U.S. alliances to address new challenges. In the 2021 budget, the Pacific Deterrence Initiative (PDI) has prioritized the People’s Republic of China as the number one pacing threat to theUnited States, drastically shifting international focus away from the Middle East and towards East Asia. Indo-Pacific has been among the most contested regions in the past decade. After China demonstrated its ambitious goal in reviving maritime silk road with its military and economic presence, United States, India, Japan, and Australia formed a new coalition to counter this strategy. This paper aims to examine the position of Indonesia as a traditional regional maritime power in the context of this changing maritime landscape of the Indo-Pacific region. This paper aims to explore and explain to what extent and in what ways the Indonesian Government has securitised the Illegal, Unreported and Unregulated (IUU) fishing in Indonesia since 2009, by utilising critical discourse analysis. Using the Securitisation theory from the Copenhagen School, this paper explains the analysis of the speech act and extraordinary measures from SBY’s administration, Jokowi’s first term and second term administration. While IUU fishing has been a severe global issue, 30 percent of the cases take place in Indonesia and it becomes a serious threat for the economy and maritime resources. This paper discusses the image of Indonesia in the eyes of China on the South China Sea (SCS) dispute. China circulated the map of Nine-dotted lines in 1993 and since then China has behaved ambiguously towards Indonesia as the dotted lines encompasses some part of Indonesia’s North Natuna waters. China insists two countries have overlapping interests over some of Indonesia’s Natuna Exclusive Economic Zone which China claims as it traditional fishing ground. This study is an inquiry into the use of strategic partnerships as an instrument of diplomacy in Indonesia. Strategic partnerships have become a key fixture of Indonesia’s omnidirectional foreign policy in the post-Suharto era. However, the rationale behind the formation of strategic partnerships for Indonesia’s strategic interests, as well as the process behind its formation, remain understudied. This paper seeks to fill this gap in the literature by examining how Indonesia utilizes its strategic partnership to engage China. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This research paper examines how China’s encroachment of the Spratly Islands has forced the Philippines to increase their dependency on bilateral defense agreements with the United States. Beginning with the significance of the Asia – Pacific in the 21st century and its key waterway, the South China Sea, this paper examines the Spratly Island dispute beginning in 1995 and continuing to present. The growing threat to international shipping in the Gulf of Aden and neighboring regions from pirates operating off the shores of lawless Somalia has engendered an unparalleled global response. The recent surge in acts of maritime piracy in the waters off the Horn of Africa stands in sharp contrast to a steep decline of such acts in Southeast Asia. In this study, we compare the development of the problem of piracy in both Southeast Asia and the Horn of Africa. We find that four main elements contributed to the recent decline in piracy in Southeast Asia: U.S. hegemonic interests, existing and emergent international institutions, bilateral relations among regional actors, and the density of naval forces in the region.
