The Economic-Dynamics Of The Military In Communist Regimes: A Comparison Of Cuba, China And Vietnam, Michael J. Aranda Nov 2010

The Economic-Dynamics Of The Military In Communist Regimes: A Comparison Of Cuba, China And Vietnam, Michael J. Aranda

FIU Electronic Theses and Dissertations

The present study focuses on the factors that can increase or decrease military-economic involvement in communist regimes. This anomalous form of military behavior, labeled as the Military Business Complex (MBC), emerged in various communist regimes in the 1980s. However, in the early 2000s, the communist governments of China and Vietnam began to decrease the number of industries managed by their military institutions, while these industries increased in Cuba. This current study asks why the Cuban MBC regime increased in the early 2000s, while the Chinese and Vietnamese ceased or reduced their MBC involvement. Through a comparative analysis of all three …

The Journey From Rio To Johannesburg: Ten Years Of Forest Negotiations, Ten Years Of Successes And Failures, Melanie Steiner Sep 2010

The Journey From Rio To Johannesburg: Ten Years Of Forest Negotiations, Ten Years Of Successes And Failures, Melanie Steiner

Golden Gate University Law Review

Since Rio, a great deal of dialogue and changes in the global forest architecture have occurred, including the growth of regional criteria and indicator (C&I) processes for sustainable forest management, development of new national forest programmes in many countries, and the establishment of the new international arrangement on forests mentioned above. Commitments have been made at all levels, in the form of IPF/IFF proposals for action, adoption of a forest work programme under the Convention on Biological Diversity, and regionally through the C&I processes. Furthermore, new issues have emerged on the scene as being critical post-Rio, including illegal logging/forest law …

Global Climate Governance To Enhance Biodiversity & Well-Being: Integrating Non-State Networks And Public International Law In Tropical Forests, Andrew Long Sep 2010

Global Climate Governance To Enhance Biodiversity & Well-Being: Integrating Non-State Networks And Public International Law In Tropical Forests, Andrew Long

Andrew Long

Environmental governance frequently represents a leading edge of global regulation. The climate regime even continues to create new modes of regulation despite a negotiation impasse. These new initiatives, like existing legal approaches to environmental challenges, too often embrace a fragmented view of issue areas that fails to reflect fundamental connections between the objects of regulation. The shortcomings of a state-driven international issue-by-issue approach to global environmental governance have long been obvious in some areas (such as tropical forests), and are becoming ever clearer in others (most notably climate change). Therefore, private networks play an increasingly important role in global environmental …

Establishing A "Due Care" Standard Under The Lacey Act Amendments Of 2008, Rachel Saltzman Sep 2010

Establishing A "Due Care" Standard Under The Lacey Act Amendments Of 2008, Rachel Saltzman

Michigan Law Review First Impressions

The Lacey Act was first enacted in 1900 as a narrow measure for domestic bird preservation and agriculture protection. It was significantly amended in 1981 and 1988 to prohibit trafficking in fish and wildlife "taken, possessed, transported, or sold" in violation of state and foreign laws. For the past three decades, the amended statute has provided the federal government with a powerful tool for regulating imports of fish and wildlife. In 2008 Congress expanded its reach still further, responding to widespread concern about the effects of illegal logging on local governance, the environment, and American business by extending the Act's …

Peace Parks For Mountain Forests: The Law And Policy Of Transforming Conflict To Stewardship, Elaine C. Hsiao Jul 2010

Peace Parks For Mountain Forests: The Law And Policy Of Transforming Conflict To Stewardship, Elaine C. Hsiao

Dissertations & Theses

Peace parks provide a land ethic that transcends borders and seeks to stabilize tensions between bordering States, honoring the unity of biosphere systems in its efforts to achieve peace, conservation and cooperation. In theory, peace parks recognize that humans and the biosphere are one and that natural resources, just as cultural resources, must be collaboratively protected. In the cases of inhabited border regions, peace park principles of holistic conservation, cooperation and peace require that local communities be incorporated into park management. I posit that this is all the more true for frontier communities in regions of conflict, weak governance or …

Linking Wildfire Behaviour And Land-Use Modelling In Northern Mongolia, Christian Schweitzer, Joerg A. Priess Jul 2010

Linking Wildfire Behaviour And Land-Use Modelling In Northern Mongolia, Christian Schweitzer, Joerg A. Priess

International Congress on Environmental Modelling and Software

Numerous approaches of modelling wildfires have been published covering the regime itself, ignition probabilities, spreading patterns, risks and impacts. However, there is less research linking these validated mature approaches to dynamics of the terrestrial environment. We contribute to filling this gap via integrating a newly developed wildfire module into a land-use model, enabling us to include wildfire-impacts in dynamic simulations of socio-environmental systems. In the forest steppe region of Northern Mongolia, wildfires are a major concern, threatening grassland and forest areas, which are already under pressure of droughts, heavy grazing, (illegal) logging and increasing firewood demand. We employ the generic …

The United States – Korea Free Trade Agreement:, Y.S. Lee

Y.S. Lee

The U.S.-Korea Free Trade Agreement, currently awaiting ratification of legislatures of both countries, is known to be the most significant bilateral trade agreement since the conclusion of the North America Free Trade Agreement (NAFTA). Both governments have promoted the U.S.-Korea FTA as the trade agreement that will enhance trade between the two countries and promote economic prosperity. The article critically reviews the inherent features of the U.S.-Korea FTA and examines whether the FTA is expected to promote the promised economic prosperity.

The Economic And Environmental Effects Of An Eu Ban On Illegal Logging Imports. Insights From A Cge Assessment, Francesco Bosello, Ramiro Parrado, Renato Rosa

Fondazione Eni Enrico Mattei Working Papers

Illegal logging is widely recognized as a major economic problem and one of the causes of environmental degradation. Increasing awareness of its negative effects has fostered a wide range of proposals to combat it by major international conservation groups and political organizations. Following the 2008 US legislation which prohibits the import of illegally harvested wood and wood products, the European Union (EU) is now discussing a legislation proposal which would ban illegal timber from the EU market. In this study we use the ICES computable general equilibrium model to estimate the reallocation of global demand and timber imports following the …

Eastern Europe And The Former Soviet Union Since The Fall Of The Berlin Wall: Review Of The Changes In The Environment And Natural Resources, Anil Markandya, Wan-Jung Chou

Fondazione Eni Enrico Mattei Working Papers

This paper reviews the environmental record of the transition countries of Eastern Europe and Central Asia since the fall of the Berlin Wall, with a focus on areas of key concern to public policy at the present time. With the impacts of environment on public health being given the highest priority, we examined several associated health indicators at the national level, as well as looking at important environmental issues at the local level. In this respect, we focus on environmental problems related to air and water quality, land contamination, and solid waste management. Despite showing a highly differentiated performance across …

Mamanda Theatre, The Play Of Banjar Culture, Ninuk Kleden-Probonegoro Apr 2010

Mamanda Theatre, The Play Of Banjar Culture, Ninuk Kleden-Probonegoro

Wacana, Journal of the Humanities of Indonesia

This article reveals the dialectic relationship between Teater Mamanda and the living conditions of Banjarese community. When we watch Mamanda, we watch the life and culture of the Banjarese. Without any knowledge of Banjarese society and culture we cannot possibly understand the content of a Mamanda performance as a miniature version of Banjarese society and culture. Three areas where Mamanda is performed have been studied using Paul Ricoeur's textual theory. There are two kinds of texts, the Mamanda performance (considered as text, that is, social events fixated in the form of a performance), and the narration of the performance itself …

Rediscovery Of Limited-Purpose Policing In East Africa: The Case Of The National Parks And Wildlife Services, James S. E. Opolot Apr 2010

Rediscovery Of Limited-Purpose Policing In East Africa: The Case Of The National Parks And Wildlife Services, James S. E. Opolot

African Social Science Review

The rediscovery of limited-purpose wildlife police units in East Africa—Kenya, Tanzania, and Uganda—has slowly but steadily gained attention of criminologists and law enforcement experts in Africa. This article traces some strands of this development. It does this by critically reviewing the literature on both the regular, traditional policing, and the special-purpose wildlife police units. The review clearly demonstrates several criminological concerns such as limited utilization of concepts, theories, and paradigms as gleaned from the literature on regular, traditional policing and special-purpose wildlife police units; unavailability of relevant information and data in the gray areas; and suggests the adoption of community …

South China Tiger Prey Habitat Suitability Assessment In Hupingshan-Houhe National Nature Reserve Complex, China, Yiyuan Qin, Philip Nyhus

Atlas of Maine

A habitat suitability assessment of prey species of south China tiger in Hupingshan-Houhe National Natural Reserve Complex was carried out using a Geographical Information System. Wild boar was selected as a model species. Information on the habitat requirements and natural history characteristics of wild boar was synthesized from published literatures. A preliminary Prey Habitat Suitability Index model was derived based on criteria that fulfill the species’ requirement and reduce human-wildlife conflict. The study identified parts of the NNR likely more suitable for wild boar. However, further study on wild boar habitat requirement, species distribution field data using radio telemetry, and …

Views From The Road: An Inquiry Into The Meaning Of Development In Lower Mustang, Tracy Pecher Apr 2010

Views From The Road: An Inquiry Into The Meaning Of Development In Lower Mustang, Tracy Pecher

Independent Study Project (ISP) Collection

By considering the new road that connects the urban center of Pokhara to the previously isolated region of Lower Mustang, this paper examines the impacts of development in the area. I focus on the varied perspectives of three sets of individuals in the area: the founder of an NGO focused on agricultural development, youth from villages surrounding Jomsom, and a Canadian woman who settled in small village with her Thakali husband. I combine these personal accounts with an analysis of development on a broader scale, discussing a range of themes including conceptions of culture, education, and poverty. I emphasize that …

Energy Independence And Climate Change: The Economic And National Security Consequences Of Failing To Act, Mark E. Rosen

University of Richmond Law Review

This article draws heavily from the works of the CNA MAB, namely the twin and interrelated challenges arising from imprudent reliance on fossil fuels by developed and developing countries, as well as the serious environmental and national security"externalities" that directly result from current consumptive trends.

The Way We Think: Ethics, Health And The Environment In International Business, David N. Smith

Research Collection Yong Pung How School Of Law

Breaches of ethics and social responsibility in domestic and international business are typically thought to be anchored in such phenomena as greed, dishonesty and conflict of interest. While these forces are frequently at work in international business transactions, there is often another major force at work when failures of ethics and social responsibility occur. This article addresses the question of what is it about the way that transnational company managers and government officials think or don't think that leads to breaches of ethics and social responsibility - breaches that often result in major health, environmental and social tragedies. The article …

The Changing Contexts And Transboundary Dynamics Of Reconciling Conservation And Development In The Amazon Borderlands, David S. Salisbury, Jorge Vela Alvarado, Cloe R. Franko Jan 2010

The Changing Contexts And Transboundary Dynamics Of Reconciling Conservation And Development In The Amazon Borderlands, David S. Salisbury, Jorge Vela Alvarado, Cloe R. Franko

Geography and the Environment Poster Presentations

The 12,000 kilometers of international boundaries within the Amazon’s lowland rainforest biome form the axis of a borderland region shared by the nine states of Amazonia (Figure 1). These Amazon borderlands contain high concentrations of conservation units and indigenous territories to preserve the transboundary region’s rich ecological and cultural diversity (Figures 2 & 3). However, this biocultural diversity is increasingly threatened by advancing development frontiers and a growing global demand for Amazonian resources.

Debt-For-Development Exchanges: Using External Debt To Mitigate Environmental Damage In Developing Countries, Steven Freeland, Ross P. Buckley Jan 2010

Debt-For-Development Exchanges: Using External Debt To Mitigate Environmental Damage In Developing Countries, Steven Freeland, Ross P. Buckley

UC Law Environmental Journal

This article analyzes the conception, evolution and recent development of debt-for-nature exchange techniques. It explores how the lessons of the early, problematic exchanges have been learned and how the highly successful exchanges conducted recently in Madagascar, Egypt, and Kenya have been structured. It assesses the possibility of the Clean Development Mechanism under the Kyoto Protocol being tapped as a source of ongoing funding for projects, and concludes by arguing that, given the various benefits exchanges offer both donors and recipients, these techniques have been underutilized and deserve more careful consideration.

Forestry In The Next Farm Bill, Ross W. Gorte Jan 2010

Forestry In The Next Farm Bill, Ross W. Gorte

Congressional Research Service Reports

Forest management generally, as well as forest research and forestry assistance, have long been within the jurisdictions of the Agriculture Committees. Although most forestry programs are permanently authorized, forestry has usually been addressed in the periodic farm bills to reauthorize many agriculture programs. The 2008 farm bill (the Food, Conservation, and Energy Act of 2008, P.L. 110-246) contained a separate forestry title, with provisions establishing national priorities for forestry assistance; requiring statewide forest assessments and strategies; providing competitive funding for certain programs; creating new programs for open space conservation and for emergency reforestation; reauthorizing four existing programs; and prohibiting imports …

Political Economy Of Policymaking In Paraguay, Robert Andrew Nickson Jan 2010

Political Economy Of Policymaking In Paraguay, Robert Andrew Nickson

Robert Andrew Nickson

The main objective of this chapter is to analyze the public policymaking process in Paraguay, particularly with regard to the formulation and implementation of policies that affect the generation of remunerative employment. Concretely, the chapter addresses how the broad institutional (i.e., political, administrative and legal) environment influences—both negatively and positively—the potential for formulating and implementing a medium-term employment strategy for poverty reduction in Paraguay. The main policymaking focus of the employment strategy will be on the private sector. However, the potential contribution of an employment strategy for the public sector itself towards poverty reduction is also considered.

The formulation and …

Rare's Implementation Strategies Of Environmental Conservation In Indonesia, Alvaro Arvizo

Open Access Theses & Dissertations

Like most developing nations, Indonesia is at a crucial stage in its modern political and economic history. Opposing forces are constantly at work, a government struggling to make Indonesia a modern nation and the economic demands of a growing population. This presents the country with a multitude of problems. One of several is that nature's resources are exploited for personal economic gain with no regard for the long-term effects. This is a major concern for environmental conservation and non-profit government organizations (NGOs) worldwide. The American NGO Rare is at the forefront of this issue. Its aim is to meet community …
