The present study focuses on the factors that can increase or decrease military-economic involvement in communist regimes. This anomalous form of military behavior, labeled as the Military Business Complex (MBC), emerged in various communist regimes in the 1980s. However, in the early 2000s, the communist governments of China and Vietnam began to decrease the number of industries managed by their military institutions, while these industries increased in Cuba. This current study asks why the Cuban MBC regime increased in the early 2000s, while the Chinese and Vietnamese ceased or reduced their MBC involvement. Through a comparative analysis of all three …

The Lacey Act was first enacted in 1900 as a narrow measure for domestic bird preservation and agriculture protection. It was significantly amended in 1981 and 1988 to prohibit trafficking in fish and wildlife "taken, possessed, transported, or sold" in violation of state and foreign laws. For the past three decades, the amended statute has provided the federal government with a powerful tool for regulating imports of fish and wildlife. Peace parks provide a land ethic that transcends borders and seeks to stabilize tensions between bordering States, honoring the unity of biosphere systems in its efforts to achieve peace, conservation and cooperation. In theory, peace parks recognize that humans and the biosphere are one and that natural resources, just as cultural resources, must be collaboratively protected. In the cases of inhabited border regions, peace park principles of holistic conservation, cooperation and peace require that local communities be incorporated into park management. The U.S.-Korea Free Trade Agreement, currently awaiting ratification of legislatures of both countries, is known to be the most significant bilateral trade agreement since the conclusion of the North America Free Trade Agreement (NAFTA). Both governments have promoted the U.S.-Korea FTA as the trade agreement that will enhance trade between the two countries and promote economic prosperity. The article critically reviews the inherent features of the U.S.-Korea FTA and examines whether the FTA is expected to promote the promised economic prosperity.

Illegal logging is widely recognized as a major economic problem and one of the causes of environmental degradation. Increasing awareness of its negative effects has fostered a wide range of proposals to combat it by major international conservation groups and political organizations. The rediscovery of limited-purpose wildlife police units in East Africa—Kenya, Tanzania, and Uganda—has slowly but steadily gained attention of criminologists and law enforcement experts in Africa. This article traces some strands of this development. It does this by critically reviewing the literature on both the regular, traditional policing, and the special-purpose wildlife police units. A habitat suitability assessment of prey species of south China tiger in Hupingshan-Houhe National Natural Reserve Complex was carried out using a Geographical Information System. Wild boar was selected as a model species. Information on the habitat requirements and natural history characteristics of wild boar was synthesized from published literatures. A preliminary Prey Habitat Suitability Index model was derived based on criteria that fulfill the species’ requirement and reduce human-wildlife conflict. By considering the new road that connects the urban center of Pokhara to the previously isolated region of Lower Mustang, this paper examines the impacts of development in the area. I focus on the varied perspectives of three sets of individuals in the area: the founder of an NGO focused on agricultural development, youth from villages surrounding Jomsom, and a Canadian woman who settled in small village with her Thakali husband. I combine these personal accounts with an analysis of development on a broader scale, discussing a range of themes including conceptions of culture, education, and poverty. I emphasize that …

The 12,000 kilometers of international boundaries within the Amazon’s lowland rainforest biome form the axis of a borderland region shared by the nine states of Amazonia (Figure 1). These Amazon borderlands contain high concentrations of conservation units and indigenous territories to preserve the transboundary region’s rich ecological and cultural diversity (Figures 2 & 3). However, this biocultural diversity is increasingly threatened by advancing development frontiers and a growing global demand for Amazonian resources.

This article analyzes the conception, evolution and recent development of debt-for-nature exchange techniques. It explores how the lessons of the early, problematic exchanges have been learned and how the highly successful exchanges conducted recently in Madagascar, Egypt, and Kenya have been structured. It assesses the possibility of the Clean Development Mechanism under the Kyoto Protocol being tapped as a source of ongoing funding for projects, and concludes by arguing that, given the various benefits exchanges offer both donors and recipients, these techniques have been underutilized and deserve more careful consideration.

Forest management generally, as well as forest research and forestry assistance, have long been within the jurisdictions of the Agriculture Committees. Although most forestry programs are permanently authorized, forestry has usually been addressed in the periodic farm bills to reauthorize many agriculture programs. The 2008 farm bill (the Food, Conservation, and Energy Act of 2008, P.L. 110-246) contained a separate forestry title, with provisions establishing national priorities for forestry assistance; requiring statewide forest assessments and strategies; providing competitive funding for certain programs; creating new programs for open space conservation and for emergency reforestation; reauthorizing four existing programs; and prohibiting imports …

The main objective of this chapter is to analyze the public policymaking process in Paraguay, particularly with regard to the formulation and implementation of policies that affect the generation of remunerative employment. Concretely, the chapter addresses how the broad institutional (i.e., political, administrative and legal) environment influences—both negatively and positively—the potential for formulating and implementing a medium-term employment strategy for poverty reduction in Paraguay. The main policymaking focus of the employment strategy will be on the private sector. However, the potential contribution of an employment strategy for the public sector itself towards poverty reduction is also considered.
