This thesis examines multiple approaches to providing rural, indigenous Papuans with improved social services and economic opportunities. Rural Papuans, who make up 80 percent of the population, face below average rates of nutrition, education, disease, crime, and other quality of life indicators. Due to location, land use rights, lack of infrastructure, and minimal access to economic markets, the PNG government has struggled to provide rural communities with basic social services. Historically, the development of resource extraction projects such as mining, logging, and agriculture have been the main strategies used to improve the livelihood of rural Papuans, with limited success. Within California’s cap-and-trade program, forest offsets allow landowners to earn carbon credits for protecting forests that sequester carbon and sell these credits to polluters that can then emit one additional ton of carbon. The state’s top regulator, the California Air Resources Board (CARB), is tasked with overseeing cap-and-trade and the forest offset system. CARB is currently updating the state’s Climate Change Scoping Plan to set California on track to achieve its 2030 climate goal of reducing greenhouse gas emissions to 40% below 1990 levels. This thesis examines Dayak identity constructions and how they have been and are currently being used to assert customary land rights in forested areas of West Kalimantan, Indonesia. The Indonesian state has required that customary land claims include proof that communities have maintained their indigenous institutions. Drawing from government and NGO reports, academic research, and Indonesian law, a few questions thus are explored: What aspects of identity must be maintained in order to be sufficient to claim customary land rights under Indonesian law? Given Malaysia’s vast natural resources, the country has embarked on an ambitious set of development projects capitalizing on the opportunities afforded by extractive industrialization. Global and national demand for oil palm products, timber, and hydropower resources coupled with a governmental development agenda guided by neoliberal market principles has led to both economic growth and social and environmental injustice. This chapter argues for an alternative development model along the lines suggested by Escobar in addressing Malaysia’s path to development and fiscal well-being in a manner that safeguards its cultural and natural resources.

The global incidence of dengue has increase 30-fold over the past 50 years in the western or Asian Pacific, this region is also a contemporary epicenter for resource extraction and ecological destabilization. In this thesis, I analyze the potential for a REDD+ program to succeed in Uganda at this time, and I explore why this may or may not be possible. REDD+, which stands for Reducing Deforestation and Forest Degradation, aims to enhance carbon stocks while also conserving and sustainably managing forests. In doing so, REDD+ not only works to offset carbon emission levels and conserve forests and forest biodiversity, but also provides financial benefits to REDD+ participant countries, thus improving the livelihoods of local people living adjacent to forests. Incentivizing Biodiversity Conservation: The Ecological Icms In Brazil, Erin Franks

This study evaluates the effectiveness of the ecological ICMS (ICMS-e) in the Brazilian Amazon, an intragovernmental transfer for incentivizing biodiversity conservation. Tax funds are passed from state governments to municipalities in proportion to the amount of protected area within their borders; biological reserves, sustainable use areas, and indigenous lands are all considered. Econometric analysis using a fixed effects model found that the policy had little positive effect on increasing protected areas compared to the significant negative influence of poor land tenure, agricultural influences, and lack of monitoring for illegal deforestation.
