The Digital Rentier State: Saudi Arabia, George Ngoh
The Digital Rentier State: Saudi Arabia, George Ngoh
Master in Public Policy Theses
As artificial intelligence reshapes Great Power Competition, control over digital infrastructure has become a key measure of global hegemony. In this context, Saudi Arabia is using its Vision 2030 strategy to pivot from traditional hydrocarbon reliance toward diversification into the AI and emerging technology sector, seeking to secure a position of power in an increasingly multipolar world.
This thesis analyzes whether Saudi Arabia’s AI investments signal a transition away from traditional resource rentierism or the creation of a new digital rentier model. Through primary and secondary research, this study argues that the Kingdom is establishing a sustainable pathway toward a …

Ulama And Vision 2030: Saudi Arabia Government's Strategies To Navigate A Successful Economic Reform, Nashiha Ulya, Hamdan Basyar
Global: Jurnal Politik Internasional
Saudi Arabia's Vision 2030 seeks to diversify its oil-dependent economy, but scepticism persists due to past reform failures, particularly in fiscal policy and labour markets. Ulama, as key figures in the Saudi "social contract," play a vital role in legitimising government policies, especially on social and religious matters. However, reforms promoting private sector growth and social liberalisation have raised concerns among conservative ulama over potential threats to Islamic values. To address this, the government under Mohammed bin Salman (MBS) employs a strategy of separating economic and religious narratives while using a "carrot and stick" approach to manage ulama opposition. This …

Attitudes And Perceptions Toward The Qassimi Dialect, Fahad M. Alwehaibi
Theses and Dissertations
This study explores attitudes and perceptions surrounding the Qassimi dialect within Saudi Arabia. To investigate these questions, the research employed two population-specific surveys—one for Qassimi speakers and another for non-Qassimi participants—alongside semi-structured interviews with selected Qassimi individuals to gain deeper qualitative insights. The findings reveal that Qassimi speakers generally express strong pride and a positive emotional connection to their dialect, viewing it as a …

Sociolinguistics Of Saudi Vision 2030: Paradigm Shift Through English Faculty’S Perspectives Of Translanguaging At A Saudi University., Naif Masrahi
Language, Literacy, and Sociocultural Studies ETDs
Many educational systems around the world insist on applying an English Only Policy (EOP) when teaching the English language at universities without addressing their contextual needs. In Saudi Arabia, this problem leads to reduced satisfaction among faculty regarding students’ English level (Alharbi & Alqefari, 2022; Alkhairy, 2013; Alqahtani, 2020; Alsaawi, 2019; Alshammari, 2022; Altale & Alta’ani, 2019; Alzahrani, 2019; Elyas & Picard, 2010). However, the new educational transformation promised by Saudi Vision 2030 (2016) supports the Arabic language as a mother tongue for Saudis, English as an important language, and the teaching of critical thinking to respond to current global …

Aftermaths Of Opposition: Effectiveness Of Repression Against Reformist Islamists In Saudi Arabia, Londyn Lorenz
Honors Theses
Saudi Arabia has long been considered a religious, political, and economic hub of the Middle East and North Africa as the home of the two holiest cities in Islam: Mecca and Medina. The kingdom’s leaders, the Al Saud family, have relied on their Islamic clout to remain in power since the 1700s, but their Islamic credentials were called into question following their allowance of American troops on Saudi soil and alliance with Western ideals during and following the Gulf War of the 1990s. Islamist outrage against the throne poured out across the nation, bringing demands for political change and increased …

Legal Practice Shaped By Loyalty To Tradition: The Case Of Saudi Arabia, Carolyn R. Ruis
Michigan Journal of International Law
This note employs Saudi Arabia as an example of an Islamic country that has retained its religious traditions while being forced by economic necessity to adopt some Western commercial practices. Part I reviews the legal system of Saudi Arabia, highlighting the major differences and similarities between it and Western commercial law. Part II considers the legal requirements and cultural norms which Western attorneys should be prepared to observe while practicing in a traditional Islamic society. It suggests that strict adherence to custom and the Saudi Government's recent attempts to strengthen restrictions on both the professional and personal lives of expatriates …
