Getting A Special Education: Parents, Lawyers, And The Politics Of Disability In Postwar Pennsylvania, Emma Gabriel

This paper explores the relationship between white parent advocates in Pennsylvania and public interest lawyers, whose litigation efforts legitimized the construction of an implicitly white disabled class in the mid-twentieth century. This analysis sheds light on the ways in which school reform became a key element in the simultaneous construction and renegotiation of intellectual disability and race in the postwar era, and foregrounded the adoption of the Individuals with Disabilities Education Act (IDEA) in 1975.

How States Can React To The “Summer Of Flooding,” Increase Flood Insurance Coverage, And Improve Flood Resiliency, Perry S. Warren, Esq., Joseph P. Keller, Esq.
San Diego Journal of Climate & Energy Law
Summer 2025 was the United States’ “summer of flooding,” as shown by four one-in-1,000-year rainfall events that occurred during a single week in July. Because flood damage is not covered under a standard homeowners, renters, or commercial insurance policy, many individuals and businesses affected by these storms will face difficulties repairing their property unless they purchased flood insurance. As flood risks increase due to climate change, flood insurance will become increasingly unaffordable unless governments intervene.
In 2024, Pennsylvania became the first and only state that established a Flood Insurance Premium Assistance Task Force. The Task Force issued nine recommendations calculated …

Pennsylvania Licensed Clinical Social Workers’ Experiences With Medicare Insurance Plans Within Private Practice, Stevie N. Kioske
Social Work Doctoral Dissertations
Licensed Clinical Social Workers (LCSWs) in private practice in Pennsylvania make critical decisions regarding the populations they serve and the type of insurance to be credentialed with. Current research shows there is minimal participation among Medicare insurance plans, both traditional Medicare and Medicare Advantage plans, with mental health practitioners and minimal research centers from the perspectives of LCSWs. The findings from a mixed-methods dissertation study that examines Pennsylvania LCSWs' experiences working with Medicare beneficiaries and the factors that influence the decision to accept or opt out of Medicare.

School-centric education has failed to produce equitable outcomes for Pennsylvania's learners. Declining student engagement, widening opportunity gaps, and the demoralization of educators and leaders escalate an urgent need to shift systems, mindsets, and praxis from a school-centric to a learner-centric paradigm. This action research dissertation elevates what is learned at individual, group, and system levels through disciplined inquiry with aligned district public education leaders in Pennsylvania willing to co-create learner-centered ecosystems with community stakeholders for a future of human thriving. Western Pennsylvania was one of the earliest frontiers in US history, but is often overlooked and oversimplified. The frontier just west of the Appalachian Mountains was a complicated place of settler and Native American interaction, varied permanent settlement, and wilderness. The journal and letters of Major Ebenezer Denny show a complicated frontier of danger, wilderness, and chaos that is often not seen within historical views of the region. Through Denny and other Western Pennsylvania settlers, this paper complicates the common view of the Western Pennsylvania as a simply and quickly colonized region by showing the area as an unsettled frontier …

Opening Brief For Plaintiff-Appellant Emery Barron, Steven Mitchell, Carolyn Sacco, Shaina Sikka, Madeline H. Meth

By the time Emery Barron sued Pennsylvania Department of Corrections officials in 2021, they had kept him caged for almost six years in solitary confinement without providing a pathway for him to reenter general population. Department of Correction policy calls for officials to review the ongoing need for solitary confinement after an initial ninety-day stint in disciplinary confinement. However, procedural carve outs allow officials to leave people like Barron in solitary indefinitely without an opportunity to be heard by a decisionmaker and without requiring officials to assert any legitimate penological interest behind the confinement.

INTRODUCTION: While smoking is the leading cause of lung and bronchus cancer (LBC), additional exposures have been implicated and may explain the rise in LBC among never-smokers. To better understand the spatial distribution of LBC incidence and associated risk factors, this study aims to identify geographic areas with significantly elevated incidence rates in Pennsylvania and investigate the potential underlying risk factors.
METHODS: Using cancer registry data aggregated to the census tract level, spatial scan statistics were applied to detect areas of higher-than-expected LBC incidence across the state. Associations were then tested between census tract inclusion in a high-incidence area and …

Racial inequities in postpartum weight have been documented with limited studies on the influences of racism and other forms of discrimination. In a prospective longitudinal study applying ecological momentary assessment (EMA) and ambulatory assessment of weight, we measured the association between discrimination, stress, and postpartum weight change. The Postpartum Mothers Mobile Study is a cohort of 313 pregnant and birthing individuals who were followed during their second and third trimesters through 1 year postpartum. Plastic is one of the world's most useful and versatile materials, so it is no wonder that 400 million tons are produced yearly. When exposed to weathering, heat, water, and organisms, plastic degrades and produces microplastics. These microplastics have managed to leach into our oceans, local waterways, bodies, and even our atmosphere. The negative implications of microplastic contamination in our environment are slowly being uncovered with concerns of toxin buildup. Additionally, the amount of microplastics we are exposed to through local waterways is rarely quantified.
