How States Can React To The “Summer Of Flooding,” Increase Flood Insurance Coverage, And Improve Flood Resiliency, Perry S. Warren, Esq., Joseph P. Keller, Esq.

Summer 2025 was the United States’ “summer of flooding,” as shown by four one-in-1,000-year rainfall events that occurred during a single week in July. Because flood damage is not covered under a standard homeowners, renters, or commercial insurance policy, many individuals and businesses affected by these storms will face difficulties repairing their property unless they purchased flood insurance. As flood risks increase due to climate change, flood insurance will become increasingly unaffordable unless governments intervene.

In 2024, Pennsylvania became the first and only state that established a Flood Insurance Premium Assistance Task Force. The Task Force issued nine recommendations calculated …

School-centric education has failed to produce equitable outcomes for Pennsylvania's learners. Declining student engagement, widening opportunity gaps, and the demoralization of educators and leaders escalate an urgent need to shift systems, mindsets, and praxis from a school-centric to a learner-centric paradigm. This action research dissertation elevates what is learned at individual, group, and system levels through disciplined inquiry with aligned district public education leaders in Pennsylvania willing to co-create learner-centered ecosystems with community stakeholders for a future of human thriving. INTRODUCTION: While smoking is the leading cause of lung and bronchus cancer (LBC), additional exposures have been implicated and may explain the rise in LBC among never-smokers. To better understand the spatial distribution of LBC incidence and associated risk factors, this study aims to identify geographic areas with significantly elevated incidence rates in Pennsylvania and investigate the potential underlying risk factors.

METHODS: Using cancer registry data aggregated to the census tract level, spatial scan statistics were applied to detect areas of higher-than-expected LBC incidence across the state. Associations were then tested between census tract inclusion in a high-incidence area and …

Racial inequities in postpartum weight have been documented with limited studies on the influences of racism and other forms of discrimination. In a prospective longitudinal study applying ecological momentary assessment (EMA) and ambulatory assessment of weight, we measured the association between discrimination, stress, and postpartum weight change. The Postpartum Mothers Mobile Study is a cohort of 313 pregnant and birthing individuals who were followed during their second and third trimesters through 1 year postpartum. OBJECTIVE: Transportation barriers can lead to delays in care and suboptimal treatment. Our objective was to assess the utilization of a novel transportation pilot intervention in gynecologic oncology.

METHODS: Since May 2022, we have provided donor-funded transportation to patients receiving gynecologic cancer treatment at 5 University of Pennsylvania practices. Patients are screened for transportation barriers at first visit and re-screened during care. Patients who screen positive are referred to the intervention, a HIPAA-compliant ride-sharing service. There are no income or insurance restrictions; distance was limited to 25 miles. We report descriptive statistics on ride completion, distance traveled, and cost.

IMPORTANCE: Despite published guidelines and a prevalence of pediatric hypertension of approximately 3%, less than 25% of affected children are identified, with 60% not receiving any intervention despite detection. Understanding the knowledge and perceptions of parents or caregivers and health care teams is crucial to identify factors that may contribute to these unacceptably low detection rates.

OBJECTIVE: To examine the knowledge and perceptions of parents and health care teams regarding pediatric hypertension to identify common themes contributing to low hypertension detection.

Imaging for prostate cancer defines the extent of disease. Guidelines recommend against imaging low-risk prostate cancer patients with a computed tomography (CT) scan or bone scan due to the low probability of metastasis. We reviewed imaging performed for men diagnosed with low-risk prostate cancer across the Pennsylvania Urologic Regional Collaborative (PURC), a physician-led data sharing and quality improvement collaborative. The data of 10 practices were queried regarding the imaging performed in men diagnosed with prostate cancer from 2015 to 2022. The reinstatement of Pell grant eligibility for incarcerated individuals marks a pivotal moment in the landscape of higher education in prison (HEP) programming in the United States. However, despite this promising development, financial barriers persist, hindering the growth and sustainability of HEP initiatives. This qualitative study delves into the challenges faced by faculty, staff, and administrators within Pennsylvania's colleges and universities as they establish and operate HEP programs amidst an evolving funding environment.
