After the U.S. annexed much of Mexico following the Mexican-American War, Mexicans in the incorporated regions began to think of themselves as a racial group within the U.S. rather than a distinctive nationality. The 1848 Treaty of Guadalupe Hidalgo promised citizenship rights to all Mexicans in the area. The Treaty promises rarely were put into practice, as they were left up to the enforcement of territories and states. Even where enforced, the rights of citizenship were restricted and defined on the basis of race. Contesting Historical Enchantment: Militarized Settler Colonialism And Refugee Resettlement In New Mexico, Christina Juhász-Wood

This dissertation provides an interdisciplinary critical study of refugee resettlement to Albuquerque, New Mexico. I argue that refugee resettlement to the United States cannot be understood separately from the ongoing structure of settler colonialism. I analyze Albuquerque’s post-WWII militarized settlement as a settler colonial process of extraction and suburbanization that depended on Native labor and resources to fuel the growing nuclear weapons program. Albuquerque’s Kirtland Air Force Base played a role not only in displacing and thus producing refugees during the Vietnam War but also in marking Albuquerque as a distinctly militarized geography to which they were resettled. New Mexicans positioned defeat, surrender, and captivity at the center of their narrative of World War II and incorporated the surrender of Bataan into New Mexico’s long history of service, sacrifice, and suffering as part of the United States. During and after the war, they created rituals, spaces, and texts that made the surrender a permanent and defining feature of the state’s social, cultural, and political landscape, which challenges the prevailing victory narrative that tends to dominate public commemorations of the war. "The Manliness to Defend Themselves: Race and Civilian/Indigenous Warfare in New Mexico, 1598-1898," explores three-hundred years of warfare between the civilian population and Native peoples in New Mexico. For centuries the regimes of New Spain and Mexico had utilized New Mexican civilians to battle independent Indians. A culture of warfare had subsequently emerged among the civilian population. As the United States proclaimed sovereignty over New Mexico, military officials attempted to put an end to the practice of warfare by civilians, yet would be hard-pressed to do so. This thesis reconstructs the lives of two elite Hispanic New Mexican men who grappled with upheavals on the North American continent during the nineteenth century. Union army officers and influential patrones Nicolás Pino (1820-1896) and José Francisco Chavez (1833-1904) serve as the center of this paper’s narrative chronological historical analysis. Intensive primary source work in the New Mexico State Archives reveals their footprints in the military, political, and legal spheres before, during, and after the war. The biographies of Chavez and Pino serve as a microcosm of the changes and continuities in Nuevo Mexicano social, cultural, and military practices during …

In the initial scoping phase of this research project, the main question I used for guidance was "to what extent and how did the Manhattan Project impact New Mexico and New Mexicans?" My first objective was to assess the magnitude of the state's transformation before addressing the other questions that soon ensued from this original reflection. This study examined the validity and reliability of the Principal Instructional Management Rating Scale (PIMRS; Hallinger, 1985) for use among teachers in a rural school district. The problem addressed by this study was the need for a well-substantiated tool, which demonstrated reliable and valid assessments of principal leadership skills among elementary and secondary teachers. Measuring principal leadership behaviors is valuable and necessary for the on-going study of the phenomenon of effective school leadership. This was a study involving one rural, northern New Mexico school district, with an enrollment of approximately 4,000 students and a teacher population of 214. The survey …

The purpose of this paper is to outline the connections between internal colonialism and post-colonialism, two dimensions of an evolving colonial paradigm. To test these theories against historical reality, they are applied to ethnic Mexicans and Indians, especially Navajos, in New Mexico in order to ground them and colonialism in general at the regional level. This paper claims that internal colonialism continues effectively to explain the historic subordination of indigenous and mixed peoples within larger states dominated by other groups. During the Spanish colonial period in New Mexico’s history, the area became a place where cultural, social, and economic mixing of various Native American groups and Spanish settlers frequently occurred. Certain peoples, such as the Pueblo, lived in an agrarian society and worked in close proximity to the Spanish. Other peoples, such as the Comanche, Apache, and Navajo, developed hostile relationships with these foreigners, and their raids on the Spanish, Pueblo, and each other changed the dynamic of their settlements. The history of the late pre-contact and early Colonial periods along the lower Rio Grande in New Mexico has been poorly studied archaeologically. Without an indigenous occupation after the 1680 Pueblo Revolt, the region has had little academic attention comparative to the histories of the Pueblos along the middle and northern Rio Grande, many of which maintain an indigenous population into the present. Yet, a descendent population of the Piro people who lived in the lower Rio Grande does exists in the present day, centered mainly in El Paso and Ciudad de Juarez. This thesis traces the transformation of two cities in the American West: Albuquerque, a medium-sized metropolitan area in the generally low-population state of New Mexico, and Livermore, California, a relatively small town on the fringe of the massive San Francisco Bay Area metropolis. The federal government built nuclear weapons labs in both places after World War II, and as a result, they encountered phenomenal growth. This is not surprising, as authors such as Peter Hall and Ann Markusen have argued that federal installations in the postwar years affected the economies of many western cities. The UNM Bureau of Business and Economic Research conducted a socioeconomic analysis of the Carson National Forest (CNF) and surrounding communities for the U.S. Forest Service. The report includes quantitative data on the CNF overall, and on the various activities within its boundaries — recreation, livestock grazing, and timber harvesting — as well as demographics on the population of northern New Mexico. The authors used input-output analysis to determine CNFs economic impact. The study's principal finding: of the six ranger districts in the CNF, Questa attracted the most visitors and had the greatest economic impact, largely because of its winter …
