The People’s Liberation Army in a New Era: Individuals, Ideas, and Influence assesses how China’s military has changed under Xi Jinping and the extent to which those changes reflect his leadership versus longer-term institutional trends. The volume addresses PLA modernization, organizational reform, political control, joint operations, deterrence, artificial intelligence, officer careers and training, Taiwan, China-Russia military exercises, military aid, and overseas security activities. It argues that while Xi has played a major role in shaping the PLA, many developments build on earlier reforms, enduring strategic priorities, and institutional practices.

For nearly a century, the United States has occupied the title as the world’s leading superpower nation. Such power has granted the US great economic responsibility, particularly highlighting the dollar’s dominant role as the international reserve and trade currency. Vietnam’s geostrategic position—bordering China and commanding key South China Sea maritime routes—makes it a pivotal actor in shaping great-power competition in Southeast Asia. This article argues that the United States should support Vietnam’s neutrality and strategic autonomy as a means of countering Chinese influence. Unlike prior studies that portray regional states as passive players, this analysis highlights Vietnam’s active role in influencing regional dynamics. - In August 2025, the People’s Republic of China (PRC) conducted a large-scale exercise to simulate an invasion of Taiwan. This “capstone” amphibious exercise suggests that People’s Liberation Army (PLA) training and preparations for a future Taiwan campaign are becoming more focused, realistic, and sophisticated.
- The exercise consolidated elements from previous years into a single simulated operation. It integrated a floating causeway system, anti-landing barriers and obstacles, and amphibious Landing Craft Tank (LCT) vessels that landed forces directly onto beachheads.

Russia’s invasion of Ukraine and China’s accelerating military modernization underscore the need for the United States and its allies to reinforce their defense industrial bases to deter and prevail in future conflicts. This paper examines the historical and strategic foundations driving the need for export control reform, identifies key U.S. export control laws governing defense coproduction and co-development, and analyzes how current regulations constrain allied industrial integration. It concludes by proposing solutions to streamline export control regulations to improve the strength and resilience of the modern defense industrial base.

The US Army War College’s 2024 Carlisle Conference on the People’s Liberation Army was held on October 16 and 17 at Carlisle Barracks, Pennsylvania. In July and August 2025, China’s People’s Liberation Army (PLA) employed a unique type of civilian deck cargo ship known as a Landing Craft Tank (LCT) to transport military vehicles directly to shore as part of an amphibious landing exercise. While civilian deck cargo ships of this type have been observed in previous PLA over-the-shore logistics exercises, they had only been used to transport vehicles and equipment from port-to-port—simulating the transport of forces into a captured port—not directly to an unimproved beachhead. While the defense of Taiwan from a potential invasion by the People’s Republic of China (PRC) has long been a topic of debate and scrutiny in U.S. strategic thinking, the role of its southern neighbor, the Philippines, has received far less attention. This thesis argues that northern Luzon would constitute key terrain in a cross-strait conflict and may become an early target of People’s Liberation Army (PLA) operations. The rise of the People's Republic of China as a peer competitor to the United States constitutes the defining geopolitical challenge of the twenty-first century, but even so, Western strategic analysis has consistently failed to engage China on its own terms. The recurrent pattern of Western misinterpretation results from projecting Western assumptions onto a state whose institutional and cultural drivers operate under fundamentally different premises, where key elements of Chinese strategic culture and the Chinese Communist Party’s (CCP) instrumentalization of Confucianism as a moral veil are instruments of domestic legitimacy and external strategic narrative. This article argues that the United States deterrence-by-denial strategy is insufficient to deter China from attempting forcible unification with Taiwan, due to its neglect of ideological and psychological drivers in the Chinese Communist Party’s decision-making calculus. Unlike existing military-centric models, it introduces a hybrid deterrence framework that integrates denial and punishment across domains, coordinated by a Joint Interagency Organization. The article offers a practical model for deterring ideologically motivated adversaries through synchronized, multidomain planning based on coercion theory, behavioral deterrence literature, and strategic documents from US and Chinese sources.
