Child welfare intervention in the United States continues to operate distinctly different in each states and community without a full picture of the overall system’s efficacy. While federal and state agencies collect extensive information on children’s movement in and out of the foster care system and related adjudication, there lacks a nationwide understanding of how kids fare after exiting the system. This note argues that Departments of Correction (DOC) nationwide should collect child‑welfare history from incarcerated individuals as part of existing intake procedures and regularly communicate the data for the federal Children’s Bureau to aggregate for longitudinal analysis of foster …

This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. Using policy review, state policy comparison, stakeholder interviews, and community perspectives, I evaluated how the implementation, effectiveness, and limitations of these bills shape real-world impact. Scholarship across youth social policy, child welfare, media studies, and criminology has documented media driven moral panic, racial disproportionality in child welfare involvement, and foster-care-to-prison pathways as related but individual, distinct phenomena. Similarly, critical frameworks by Alexander and Ritchie trace how mass incarceration unfolds across marginalized communities, yet often begin analysis at points of formal criminal legal contact.

Parents Anonymous®, a social service agency, provides a comprehensive ecosystem of supports to parents through its National Parent & Youth Helpline and mutual support groups. The verbal support provided through the Helpline is the core of this public service. We present a computational user research approach that learns from call transcripts to guide continuous improvement across the helpline–group system. From real conversations, we extract clear, actionable signals: how emotions shift during a call, which needs recur over time and when people are most likely to reach out. One of the tasks of the public child welfare system (PCWS) is to remove children from their home when abuse or neglect has occurred at a level that warrants removal. The PCWS places these children in licensed foster homes under the assumption that they will be safe and nurtured under the care of licensed foster caregivers. However, previous research have consistently shown that children experience ongoing maltreatment while in out-of-home care. Good Mothers: Black Disabled Mothers & the Family Policing System is a qualitative study utilizing 16 in-depth individual interviews with mothers who broadly identified as Black, disabled mothers who had at least one interaction with the family policing system as adults in or around NYC. Background: Approximately 407,000 children remained in the foster care system by the end of 2020, with 217,000 entering and 224,000 exiting the system. The foster care system is meant to be a temporary living arrangement for children born into or raised in non-flourishing homes. Scholars know little about how human service agency leaders use evidence to improve organizational performance. We draw on interviews with 27 private child welfare administrators in six states to examine how senior leaders use evidence, the types of evidence they use, and specific organizational processes established to support evidence use. Results suggest evidence use in private agencies takes diverse forms, including the analysis of internal data, the use of external research, and evidence-based interventions. This localized program evaluation provides an example of how to determine the feasibility of utilizing a kinship parent training across different service settings. A total of seven facilitators taught the curriculum in different service settings including structured in-person and online training classes, support groups, and the utilization of training by tribal kinship navigators as part of individual service delivery. Although collaboration between mental health therapists and state agencies is fundamental when the goal is to provide quality care and achieve positive outcomes for families involved with Child Protective Services (CPS), the system is characterized as complicated and fragmented. Black women are vital contributors and innovators within the American workforce yet remain underrepresented in executive leadership roles in most employment settings. Despite the contributions Black women have made, our continued marginalization is a direct result of systemic oppression and institutionalized racism, which persistently deny Black women opportunities for leadership ascension (Beckwith et al., 2016; Collins, 2000; Crenshaw et al., 1995; Wilkerson, 2020). A Quantitative Evaluation Of An Innovative Family Treatment Court Program For Families With Co-Occurring Child Maltreatment And Substance Use., Ashley Rose Logsdon

Substance use is linked to out-of-home care in over 40% of child welfare cases. This dissertation evaluated the experience of families with co-occurring child maltreatment and substance use in Family Recovery Court (FRC), an innovative family treatment court involving the judicial system, child welfare system, and behavioral health. Study One used a quasi-experimental propensity score match design, using administrative data and the North Carolina Family Assessment Scale for 68 families. The FRC group experienced better safety (substantiated repeat maltreatment), permanency (reunification), and well-being outcomes. This study highlighted the unique elements of the role played by parent advocates (PAs) with lived child welfare experience in supporting families affected by the child welfare system. These elements set PAs apart from other professionals and included non-professionalized peer support, experiential expertise, a strong sense of identification, authenticity, legitimized empathy and understanding, and critical consciousness. “There’S So Much History”: Shared Parenting Dynamics In Kinship Families, Amanda Klein-Cox, Angela Tobin, Ramona Denby

Shared parenting, when adults collaborate in childrearing, is a practice of interest for children in out-of-home care. Yet, little is known about its feasibility and outcomes for kinship families who have preexisting relationships with birth parents. This article shares qualitative results from focus groups that explored participants’ experiences and attitudes toward shared parenting. The sample comprised 25 kinship caregivers and 34 child welfare professionals. Findings revealed that shared parenting within kinship families is often less feasible than desired. This article identifies barriers and facilitators of shared parenting, offers a shared parenting typology, and explores implications for policy and practice.

Burnout is a concern that impacts many professionals in the workplace. This study focused on the risk factors of burnout for social work professionals in Pennsylvania’s child welfare industry. The study was conducted with 10 professionals at children and youth services (CYS) agencies in Pennsylvania, where each of the professionals were interviewed to gain perspective on the problem of burnout. This study used a qualitative approach and was rooted in grounded theory to unravel the findings.

The placement of foster care children into congregate care (CC) facilities has been debated regarding whether CC can provide safety and healing, or if it is harmful and retraumatizing to children. In recent years CC has come under scrutiny due to high per diem costs and increasing reports of abuse and even death of children. Child welfare organizations throughout the nation grapple with turnover rates estimated to be as high as 65% (e.g., CWLA, 2016; Edwards & Wideman, 2018). Turnover contributes negatively to client outcomes, organizational financial shortages, and to perpetuating stressful conditions for the child welfare workforce. One factor found to contribute to turnover within child welfare is that of secondary traumatic stress (STS). Supreme Court Justices and lower court judges look to these briefs particularly for non-case-specific factual information––“legislative facts”—relevant to a case. This Article calls attention to a recurrent yet unrecognized problem with amicus filings offering up legislative facts in the many cases centrally involving the most vulnerable members of society—namely, non-autonomous persons, including both adults incapacitated by mental illness, intellectual disability, or other condition, and children. Child identity fraud, or the criminal exploitation of a child’s personal data, poses serious risks and challenges for youth in foster care. Despite the 10-year history of a federal mandate requiring state child welfare agencies to conduct annual credit checks for adolescent foster youth (42 U.S.C. § 675), identity fraud has received scant attention in child welfare research. The Florida Department of Children and Families notes community-based care (CBC) agencies are competent entities who present with their own method of service delivery and design. Recent evaluations show concerns in service selection to include a tendency to choose programming based on face validity, a lack of capacity and availability of services by geographical location, and a failure to systematically encompass stakeholder voice.
