Child welfare intervention in the United States continues to operate distinctly different in each states and community without a full picture of the overall system’s efficacy. While federal and state agencies collect extensive information on children’s movement in and out of the foster care system and related adjudication, there lacks a nationwide understanding of how kids fare after exiting the system. This note argues that Departments of Correction (DOC) nationwide should collect child‑welfare history from incarcerated individuals as part of existing intake procedures and regularly communicate the data for the federal Children’s Bureau to aggregate for longitudinal analysis of foster …

This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. Using policy review, state policy comparison, stakeholder interviews, and community perspectives, I evaluated how the implementation, effectiveness, and limitations of these bills shape real-world impact. This quantitative archival analysis examined whether caregiver mental health is associated with child maltreatment outcomes through CPS involvement, using the National Survey of Child and Adolescent Well-Being II (NSCAW II), Wave 2. Child maltreatment remains a persistent public health concern with long-term effects on children's emotional, psychological, and physical development. Although caregiver mental health is consistently identified as a significant risk factor for maltreatment, few studies have utilized nationally representative child welfare data with standardized measures to test these associations.

Parents Anonymous®, a social service agency, provides a comprehensive ecosystem of supports to parents through its National Parent & Youth Helpline and mutual support groups. The verbal support provided through the Helpline is the core of this public service. We present a computational user research approach that learns from call transcripts to guide continuous improvement across the helpline–group system. From real conversations, we extract clear, actionable signals: how emotions shift during a call, which needs recur over time and when people are most likely to reach out. Like many states across the country, Mississippi’s foster care system has faced a shrinking pool of foster parents to care for the state’s most vulnerable children. When states do not have adequate numbers of foster parents, children are susceptible to negative outcomes such as developmental delays, broken attachments with adults, and extended stays in the system. Children who are involved in the child welfare system experience disproportionately higher rates of trauma and unmet behavioral health needs, which at times often go unmet. This study uses a secondary data analysis of administrative data compiled from the Analysis of Screening and Assessment Practice Study completed by the University of Louisville from Project SAFESPACE data organized from the 2022 assessment year across a sample of 3.759 youth involved in the child welfare system. The study found that a youth who was found to be demonstrating an adjustment to trauma is highly predictive of additional traumatic event exposure. Additionally, it …

Autism Spectrum Disorder (ASD) is a neurological condition that affects an individual’s communication, social interactions, and behavior. Approximately 1.7% of children in the United States are diagnosed with ASD. Families raising children with ASD face significant challenges, including limited support systems, caregiver fatigue, and financial strain. These difficulties increase the likelihood of maltreatment, leading to higher rates of children with ASD being referred to Child Welfare Agencies. One of the tasks of the public child welfare system (PCWS) is to remove children from their home when abuse or neglect has occurred at a level that warrants removal. Family engagement is increasingly prioritized in child welfare policy and practice, yet limited research has explored how foster and kinship caregivers perceive and navigate this process. Understanding caregivers’ experiences is critical to advancing relational permanency and improving outcomes for children in foster care. Using an adapted grounded theory design, this qualitative study examined the experiences of 24 foster and kinship caregivers from two agencies participating in a family engagement practice model in one state. This study examined predictors of alignment between parents’ and caseworkers’ perceptions of family engagement in child welfare services. Using data from 2,274 Alternative Response (AR)–eligible families randomized to AR or Traditional Response, engagement was assessed across the domains of Receptivity, Buy-in, Worker-family Relationship, and Mistrust using a modified Yatchmenoff (2005) scale. Multinomial logistic regression models identified factors associated with agreement and discrepancy between ratings of family engagement within the parent and worker dyad. While both parents and workers valued engagement, workers were more likely to provide higher overall engagement ratings, although the direction of discrepancy varied across specific subscales. This applied dissertation explores the factors influencing child welfare case manager turnover in Florida and how child welfare case managers are addressing those factors. National data has underscored the severity of this issue highlighting high turnover and low staff retention are attributed to work demand instability, chronic stressors and undermine the effectiveness of child welfare services.

This action research project examined the screening and assessment behaviors of child welfare workers in the southwestern region of the United States. Purpose: The COVID-19 pandemic rapidly changed the service landscape for both professionals and families. Kinship families, who often navigate multiple systems concurrently with higher service needs, were among the most vulnerable. This study explores kinship caregivers’ and child welfare professionals’ perceptions of changes in service delivery during the pandemic, specifically the sudden shift to virtual platforms.
Materials and Methods: To understand participants’ experiences, focus groups with protocols shaped by initial Delphi Rounds were implemented with 25 kinship caregivers and 34 child welfare professionals from a national sample.

Background: Approximately 407,000 children remained in the foster care system by the end of 2020, with 217,000 entering and 224,000 exiting the system. This research project examined current child welfare system policies and practices that may be indirectly contributing to the risk of commercial sexual exploitation of children. This qualitative study gathered data using interviews of past and current child welfare case workers who have experience with CSEC cases. Key findings highlighted several themes within the participants’ answers, and using this data we propose feasible recommendations, such as increased CSEC training for case workers, provide proactive education, and strengthening existing collaborations.

Studies show that children who experienced parental substance misuse are at greater risk of developing symptoms of anxiety, depression, PTSD, behavioral problems, or becoming a substance misuser later in adult life. This quantitative study used an on-line self-administered survey to examine whether adults who experienced parental substance misuse in childhood experienced greater levels of trauma in later life than those who did not experience parental substance misuse in childhood. Scholars know little about how human service agency leaders use evidence to improve organizational performance. We draw on interviews with 27 private child welfare administrators in six states to examine how senior leaders use evidence, the types of evidence they use, and specific organizational processes established to support evidence use. Results suggest evidence use in private agencies takes diverse forms, including the analysis of internal data, the use of external research, and evidence-based interventions. This localized program evaluation provides an example of how to determine the feasibility of utilizing a kinship parent training across different service settings. A total of seven facilitators taught the curriculum in different service settings including structured in-person and online training classes, support groups, and the utilization of training by tribal kinship navigators as part of individual service delivery. Intimate partner violence (IPV) remains a pervasive public health concern with significant consequences for families. Traditional batterer intervention programs (BIPs), which often focus solely on the person causing harm (PCH), have demonstrated limited success in reducing recidivism, particularly when grounded in punitive or authoritarian models. This study evaluated the Child-Welfare IPV Prevention Program (CWIPVPP), a family-centered, trauma-informed intervention that engages the PCH, co-parents, and children to reduce IPV-related behaviors and promote healthier family functioning.
Recidivism indicators, including domestic violence incident reports (DIRs) and arrests, were analyzed for 57 fathers referred to the program, with 53 retained for final analyses. A …

Black women are vital contributors and innovators within the American workforce yet remain underrepresented in executive leadership roles in most employment settings. Despite the contributions Black women have made, our continued marginalization is a direct result of systemic oppression and institutionalized racism, which persistently deny Black women opportunities for leadership ascension (Beckwith et al., 2016; Collins, 2000; Crenshaw et al., 1995; Wilkerson, 2020).
