The cattle sector plays an important role in the economy of the Caquetá department, located in the Colombian Amazon. However, the predominantly extensive production system is associated with low productivity and negative environmental impacts, such as land degradation, greenhouse gas emissions, and deforestation. Efforts to introduce improved practices (e.g., improved forages or silvopastoral systems) have been made over the last decades, but adoption rates remain low. For over forty years, Brazil, its subnational governments, Indigenous communities, other nations, non-governmental organizations, corporations, and individuals have worked to conserve the Amazon rainforest through a staggering number of diverse international initiatives. While some initiatives have supported Brazil in decreasing the rate of deforestation over the past fifteen years, the 2019 fires demonstrated that destruction continues. Left unchecked, this irreversible destruction promises to amplify. Fortunately, the long history of global involvement in Amazon conservation provides ample lessons for effective, place-based deforestation prevention. As a result of capital gain, deforestation of the Amazon in Brazil continues. Brazilian government's insufficient efforts to mitigate and enforce the preservation of these precious forests has ledto the commodification of the Amazon. Chapter 1 uses historical and quantitative data to examine the negative impacts of deforestation on indigenous communities and climate change. Chapter2 employs economics to analyze the role of business as a crucial component of deforestation in Brazil. Recently, the Regional Initiative to Integrate South America has begun promoting a transboundary road that would bisect the forested borderlands and connect the two largest cities in the region, while the state governments seek to promote a direct ecological railroad alternative. Both transportation initiatives promise to alter forests and rivers and transform economies and cultures, but these projects also lack the base geographic information necessary to understand their potential transboundary impacts and benefits.

Incentivizing Biodiversity Conservation: The Ecological Icms In Brazil, Erin Franks

This study evaluates the effectiveness of the ecological ICMS (ICMS-e) in the Brazilian Amazon, an intragovernmental transfer for incentivizing biodiversity conservation. Tax funds are passed from state governments to municipalities in proportion to the amount of protected area within their borders; biological reserves, sustainable use areas, and indigenous lands are all considered. Econometric analysis using a fixed effects model found that the policy had little positive effect on increasing protected areas compared to the significant negative influence of poor land tenure, agricultural influences, and lack of monitoring for illegal deforestation. The western Amazon is the most biologically rich part of the Amazon basin and is home to a great diversity of indigenous ethnic groups, including some of the worlds last uncontacted peoples living in voluntary isolation. Unlike the eastern Brazilian Amazon, it is still a largely intact ecosystem. Underlying this landscape are large reserves of oil and gas, many yet untapped. The growing global demand is leading to unprecedented exploration and development in the region.
