From The Streets To The Chamber: Social Movements And The Mining Ban In El Salvador, Rose J. Spalding

Following an extended anti-mining campaign, El Salvador became the first country to adopt a legal ban on all forms of metallic mining. This article uses process tracing to map direct, indirect and mediated linkages between the anti-mining mobilization and the formal adoption of a mining prohibition by the national legislature in 2017. It draws on 78 interviews with campaign activists, legislators, government officials, business leaders and legal teams, and combines this information with legislative documents and reports, public opinion data, legal documents from an investment dispute filed against the Salvadoran government, and blogs and website of the Mesa Nacional Frente …

After the emergence of H5N1 avian influenza in 1997 Hong Kong implemented a sophisticated system to regulate live poultry markets. While this system is well implemented and thorough, it also has limitations. The rise of H7N9 avian influenza (which is typically acquired through contact with poultry, including in live markets) makes this an appropriate time to revisit the ethical and practical issues related to this trade. Based on data from field observations of live markets in Hong Kong, and interviews with experts in the field, this paper recommends that the government of Hong Kong create a committee to examine the …

The conceptual framework for this research builds on Manuel Castells’s work to find the specific network configuration of actors, interests, and values that engage in their power-making strategies to operationalize a communication network and understand the roles and powers of programmers and switchers at a local level. The purpose of this study was to explore attitudes and perception of stakeholders (teachers, principals, nutrition service directors, nutrition service supervisors, school nurses, nutrition specialists and administrators) toward the implementation of the local school wellness policy in public schools within Kent County, Michigan. The subjects of interest were stakeholders from more than 300 schools and 20 public school districts within the Kent Intermediate School District. Subjects responded to a survey assessing their perspectives regarding the implementation of the local school wellness policy pursuant to the Healthy Hunger-Free Kids Act of 2010 an Obama-era policy, the results were then examined using …

The goals of the original proposed project remain the same, that is, to test the hypothesis that Managed Aquifer Recharge (MAR) for stormwater harvesting is a technically feasible, socially and environmentally acceptable, economically viable, and legally feasible option for developing new water supplies for arid Western urban ecosystems experiencing increasing population, and climate change pressures on existing water resources. Racialized Rescue Narratives In Public Discourses On Youth Prostitution And Sex Trafficking In The United States, Carrie N. Baker

This article presents an analysis of how activists, politicians, and the media framed youth involvement in the sex trade during the 1970s, the 1990s, and the 2000s in the United States. Across these periods of public concern about the issue, similar framing has recurred that has drawn upon gendered and racialized notions of victimization and perpetration. This frame has successfully brought attention to this issue by exploiting public anxieties at historical moments when social change was threatening white male dominance. Using intersectional feminist theory, I argue that mainstream rhetoric opposing the youth sex trade worked largely within neoliberal logics, ignoring …

Measurements of access to water are often deceiving and paint a limited or inaccurate picture of actual access. In the United States alone, disability touches the lives of a tremendous amount of people. An increased prevalence of chronic illness, coupled with an aging population means it is likely and perhaps inevitable that everyone will experience disability in one way or another over the course of their lifetime. However not everyone who is disabled is recognized as such. The overarching aim of this dissertation was to examine the extent to which the Catholic Church is still a significant public policy actor in 35 economically developed democracies. The research design used in this project draws on three distinct approaches, each addressing a different puzzle but when integrated together they provide an answer to the main question. Taken together these three approaches show that the Catholic Church continues to be an important political institution with considerable influence even in economically developed democracies.

In a 1980 landmark decision, the Supreme Court of the United States ruled that genetically engineered lifeforms such as bacteria were patentable. The significance of this decision to the emerging biotechnology industry—an industry predicated on intellectual property rights—was incalculable. The venerable concept of universal service crucial to municipal utility operations may be the key to solving a digital-age challenge. Many rural Americans face persistent inequities in broadband Internet access, as low population density limits return on infrastructure investment. However, municipal broadband networks (MBNs) have already gained success at fostering economic growth, enhancing educational opportunities, and furthering social equity in places such as Chanute, KS and Chattanooga, TN. BACKGROUND: Policies shape our society and influence our health. Poor social policies and bad politics create a collective social milieu that result in health inequities. Closing the health gap in our communities will require tackling these root causes. But how are U.S. policymakers addressing the social conditions that negatively influence health? [Excerpt] Unauthorized immigration to the US has a long and varied history shaped by a number of shifts in immigration policy. Of the global immigrant stock, 10–15 % is estimated to be undocumented (20–30 million; International Organization for Migration 2008). Today, undocumented immigrants comprise roughly 40 % of the immigrant flow to the US. Although immigrants often come to this country as a result of complex factors that were initiated or supported by the US—including free trade agreements and wars that devastated immigrants’ home countries and their national economies—once they become unauthorized, they find themselves in extremely vulnerable positions. Subject matter centers—which emphasize time-bound, externally funded, deliverable-driven projects and teams that engage new stakeholders—are becoming more common in Extension. An important element of such a center is an effective advisory board. This article presents a multifaceted process undertaken by the William D. Ruckelshaus Center as an example of the successful development and use of an Extension-based subject matter center advisory board. Extension-based centers, and other Extension offices and programs, can adapt the practices described to their own situations and tap the expertise and influence of leaders in their areas to address challenges and expand their capabilities, insight, and reach.

Declining government funding for higher education requires colleges and universities to seek alternative revenue streams, including through philanthropic fund-raising. Extension-based subject matter centers and other programs can benefit from the thoughtful supplementation of traditional revenue sources with individual, corporate, and private foundation philanthropy. In this article, we examine funding strategies identified in existing Extension literature and then describe the development strategy created for the William D. Ruckelshaus Center as a case study, emphasizing the importance of strong board leadership and cultivation of a diverse mix of income streams.

This is a collection of the reports on the Annenberg national surveys that explored Americans' knowledge and opinions about the new digital-marketing world that was becoming part of their lives. So far we’ve released seven reports on the subject, in 1999, 2000, 2003, 2005, 2009, 2010, and 2012. The reports raised or deepened a range of provocative topics that have become part of public, policy, and industry discourse.
