Paid Family And Medical Leave: Cost And Coverage Estimates Of Three Choices In Massachusetts, Policy Brief, Randy Albelda, Alan Clayton-Matthews

This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. The medical leaves considered are for own health reasons, including those related to pregnancy. Family leaves are for bonding with a …

Since 2007, Boston has made tremendous strides in shedding its designation by Bicycling Magazine as one of the “Worst Biking Cities” (Zezima, 2009, p. A12) by designating over 92 miles of bike lanes throughout the city and introducing bicycle initiatives like Boston Bikes, the Hubway bicycle sharing program. These efforts have resulted in a dramatic rise in the number of cyclists in Greater Boston and a decrease in accidents involving bicycles ((Pedroso, Angriman, Bellows & Taylor, 2016). The data in this report are drawn from three U.S. Cenusu Bureau datasets: the 2014 American Community Survey 1-year estimates, the 2010–2014 American Community Survey 5-year estimates, and the 2010-2014 American Community Survey 5-Year Public Use Microdata Sample (PUMS). Each are distinct data sets with different samples and estimates. The dataset used for each table and chart is indicated.

Population data from the 2010 Decennial Census may be found in the Institute for Asian American Studies report from October 2012. The American Community Survey is not intended to be used for accurate population counts.

When Trash Costs Money: Analyzing The Impact Of Pay-As-You-Throw Programs In Massachusetts, Thomas W. Barry Iv

This paper evaluates whether municipalities with Pay-As-You-Throw (PAYT) programs dispose of less trash per household than municipalities without them. Given how much trash U.S. residents produce, the negative environmental effects associated with trash disposal, as well as how much the U.S. Environmental Protection Agency advocates for PAYT, it is important to closely analyze whether these programs actually do their job. This paper formally analyzes the effects of PAYT programs using the Massachusetts Department of Environmental Protection’s trash disposal data from 2011-2015. After controlling for municipality and time heterogeneity, my analysis shows that PAYT programs reduce trash per household by a …

Agrilus osburni Knull (Coleoptera: Buprestidae) is reported from Massachusetts and Pennsylvania for the first time, new state records. Nine male specimens were collected in Lindgren funnels from 2010 to 2016. These new records expand the known range of this species in northeastern North America.

The Silent Crisis Ii: A Follow-Up Analysis Of Latin@ Participation In City Government Boards, Commissions, And Executive Bodies In Boston And Chelsea, Massachusetts, James Jennings, Jen Douglas, Miren Uriarte

This report provides an update on the participation of Latin@s in city government in Chelsea and Boston. Since 2001 several studies have documented a severe underrepresentation of Latin@s in policy-making bodies in government institutions that affect their lives (e.g., Hardy-Fanta, 2002; Uriarte, Jennings, & Douglas, 2014). The Silent Crisis, the 2014 study (Uriarte et al., 2014) commissioned by the Greater Boston Latin@ Network, found significant under-representation of Latin@s in the city governments of Boston, Chelsea, and Somerville. In each of the three cities, the representation of Latin@s in the population far outpaced their role in the municipal governments.

Does Increased Access To Health Insurance Impact Claims For Workers' Compensation? Evidence From Massachusetts Health Care Reform, Erin Todd Bronchetti, Melissa Mcinerney

We study over 20 million emergency room (ER) discharges in Massachusetts and three comparison states to estimate the impact of Massachusetts health care reform on claims for Workers’ Compensation (WC). Prior evidence on the relationship between health insurance and WC claiming behavior is mixed. We find that the reform caused a significant decrease in the number of per-capita ER discharges billed to WC. This result is driven by larger decreases in WC discharges for conditions for which there is greater scope to change the payer or the location of care.
