Social Media Accountability For Terrorist Propaganda, Alexander Tsesis

Terrorist organizations have found social media websites to be invaluable for disseminating ideology, recruiting terrorists, and planning operations. National and international leaders have repeatedly pointed out the dangers terrorists pose to ordinary people and state institutions. In the United States, the federal Communications Decency Act's § 230 provides social networking websites with immunity against civil law suits. Litigants have therefore been unsuccessful in obtaining redress against internet companies who host or disseminate third-party terrorist content. As a result of the 2015 Task Force on Unfunded Mandates and Government Consolidation, CGS assisted the Lieutenant Governor’s office in conducting a survey of best practices in shared services among Illinois local governments. Two surveys were conducted in 2016 and 2017, documenting examples of local collaboration and resource sharing underway in school districts, municipalities, townships, and special districts.

Though Veteran Affairs has provided crucial life sustaining—and often lifesaving—treatments to returning soldiers, the substantial and ever-increasing rates of veteran suicides, drug addictions, and criminal behavior indicate a need for broader options in treatment. One of the most profound discoveries uncovered through MDMA-assisted psychotherapy research is MDMA’s facilitation of the alleviation of addictive behavior in subjects, and, as a result, an alleviation of addictions in general. Addiction is one of the key symptoms of post-traumatic stress disorder (PTSD) and drug abuse plays a large role in the other afflictions suffered by veterans, namely criminal activity and a high rate of …

This research examined a collaborative communitypractitioner partnership involving many justice and non-justice system agencies in Tarrant County, Texas. The study examined the challenges of a community-based partnership for solving jail overcrowding issues and the overincarceration of mentally ill individuals. Alaska Sex Offender Recidivism And Case Processing Study: Final Report, Brad A. Myrstol, Marny Rivera, Khristy Parker

Part I of this report provides updated estimates of Alaska sex offender recidivism, expanding the post-inarceration follow-up period from two years (as used in previous studies) to seven years in order to better understand sex offender desistance from crime. Study data was obtained from the Alaska Department of Corrections and the Alaska Department of Public Safety. The initial analysis sample included all persons who were convicted of one or more registerable sexual offenses and subsequently released from incarceration between January 1, 2006 and December 31, 2008. Alaska Felony Sentencing Patterns: Selected Findings, Teresa White Carns

This article describes selected findings from the Alaska Judicial Council's recently released report Alaska Felony Sentencing Patterns: 2012–2013. The report examines factors associated with felony sentences under new presumptive ranges set by the Alaska Legislature in 2005 and 2006. The study has been used by the Alaska Criminal Justice Commission (ACJC), established by the legislature in 2014 to make recommendations about criminal justice reform and sentencing.

The Ethics Behind Efficiency, Jonathan B. Wight

The normative elements underlying efficiency are more complex than generally portrayed, and rely upon ethical frameworks that are generally absent from classroom discussions. Most textbooks, for example, ignore the ethical differences between Pareto efficiency (based on voluntary win-win outcomes) and the modern Kaldor-Hicks efficiency used in public policy assessments (in which winners gain more than losers lose). For the latter to be ethically palatable, society must have in place basic institutions of justice, transparency, and accountability. Normative economics thus requires a pluralist approach that includes considerations of virtue and duty, closer to Adam Smith’s Enlightenment conceptions. This surprising finding should …
